The town panchayats in karnataks are well organized to collect money from residents and monitor collections. But, they do not do anything in return. They are mandated to provide Garbage Collection, Maintain Street Lighting on Public Main Roads as well as inside roads within residential layout, they are mandated to constantly check air quality and ground water levels and quality.
None of these are done by the panchayats. I have written many letters to the local Panchayats on Mysore Road. Nothing. No Action for past 10 years. This is one of the biggest failures in Administration of the country by all past governments.

There is no system of performance monitoring for Village Pradhans. Pradhans are utilizing the money for their personal use in collaboration with the secretaries. They attach the wrong names/bills even of those who have already died. No verification. Villagers must be involved for making the Village development plans under the provided fund. No villagers are even aware that how much fund has been allocated for their village development. Very poor system with no transparency.

The country has yet to see devolution of functions among each tier of the Panchayats as enshrined at Article 243G on ground of clubbing all tiers of Panchayats as one entity. Understanding crisis has blocked the progress of decentralization in India.
