Include toilets in measuring carpet area of rentable premises for commercial buildings

It is very unfortunate to note the Indian Standards IS 3861 pertaining to "Method of Measurement of Plinth, Carpet and Rentable Area of Buildings" does not have pro Swachh Bharat norms for measurement of carpet area for commercial buildings. This standard has been reaffirmed in the year 2017 according to the information on Bureau of Indian Standards website https://www.standardsbis.in

In the standard IS 3861:2002 it is mentioned in the section 6.2.1 for Non-Residential Buildings, "It shall, however, not include carpet areas of bathroom and lavatory".

This is a strong deterrent for commercial space providers to ensure adequate sanitation requirements in the building as there is no renumeration for it. This will lead to lesser toilets in commercial spaces resulting in more usage and poor maintenance leading to open urination/defecation.

I kindly request this standard has to be reviewed from the perspective of Swachh Bharat Mission and adequate remedies in form of revisions to it should be done at the earliest.

Toilet & lavatory area should not include with carpet area. This facilities should be free from FAR in commercial building. so that commercial provider do not hesitate to provision of toilets in commercial space. more

I feel that if they are included in the carpet area chargeable for the rent.. the tenant will make sure it is property maintained and used as he is paying for it just like the other space in the office more
