Mandatory Rainwater Harvesting & Charging system in buildings

1. Housing projects/ complexes, big or small draw millions of litres of water from the earth for regular use. After use it goes to the sewage system as waste.
2. Millions of litres of rain water drop on earth to go to the rivers, seas. A part of it enters the earth surface to meet our daily requirement.
3. Problem is acute when building is erected on a small piece of land, say, 1500-3000 Sqft, may be even 5000 Sqft. Entire open area adjacent to ground floor (already covered) is covered for car parking. No space is allotted for gardening so that rain water can seep into earth surface.
What GOI can do?
1. GOI and State Govts immediately pass order that all housing projects big or small, existing / under construction/ at a planning stage must have water harvesting and water charging system systems according to the number flats / houses in the project. A clearance certificate may be issued by competent authority. Unless the above systems are shown clearly in the plan (detailed drawing) for new project, the plan will not be passed. For ongoing and old projects a time period be given through notice to install above system and be working, otherwise heavy penalty would be imposed.
What Purchasers / Tenants can do?
1. Check the plan for above systems before entering into any contract for purchasing the flat.
2. Install simple rainwater harvesting & charging systems in your house. You may search the internet for guidance.

Though the idea is good, the storage volume required will be quite high. If the underground storage occupies a liberal 10% of the site area, the rainfall in a place like Mumbai will require a tank depth of 15 metres or more (45 feet) so that there is no overflow. In fact, the excess rainwater run off from building sites and roads may be collected and pressure injected into soil to recharge ground water by the municipal corporation.
More importantly, the government may mandate (for new buildings) recycling of greywater (bathroom, clothes washing) for toilet flush and other secondary uses after proper treatment to conserve water.

Its very high time for States to adhere to implementation of Rain water Harvesting AT LEAST AS MANDATED BY U.D.A. and strict enforcement of DTCP CONDITIONS. more
