Are jobs being miscounted

News report in Business Standards is saying if the employee leaves a job and joins a new job and again does that in 6 months, it is being considered as a new job created and added in the number. Can EPFO please confirm and explain this.

It says EPFO has begun counting people quitting their previous jobs and joining a new one as an addition to the net payroll.

Between September 2017 and July 2018, 6.2 million people were added to the payroll. Out of this, 1.5 million people, about 24 per cent of the net payroll count, were those who exited their EPF subscription to rejoin it later, with a new job.

This situation can arise in two scenarios — when a formal sector worker joins a new organisation or when a worker leaves the job to start her own business or pursue studies but decides to rejoin a firm covered under the EPFO’s fold.

Hope their is more to the story than reported in news and EPFO will explain. Silence from EPFO means jobs numbers are being miscounted (manipulated) more

Manipulation is happening for sure. One clear cut indication of there are no jobs available is from the data that half of Engineering college seats are going vacant. What can Govt which promised crores of jobs /year do? Manipulate the data. more  
This is totally illogical by any means. Yes, if you want to create magic numbers this can be done. more  
When a new employee is enrolled, a unique number called UAN is generated. In case that employee resigns and joins in new establishment, the same UAN has to be linked because of Aadhar validation. Hence your first contention may not be possible. Only double count may happen when a person joins from an Organisation where PF is not covered(unorganised or Small organisation) into an Organisation where PF is Covered. In those cases only double count may happen. more  
Pf can't count unorganised or small organisation entries. PF can count only those who are enrolled with EPF. more
