If you are asking for a cure on drying up of skin at edges mostly and that too at some times of the year-mostly winter but can even be in summer , I experience this at times and it has been on since last 18 years. Consulted several dermatologists and homeos but my solution is found in the following:
While cause of the desease is unknown , I start keep applying moisturiser or cream to keep the skin sort of oiled , and prevent skin from breaking during such times as when skin breaks it does pain. The problem fades away after a week or so if I keep piling the patch where it happens. more

Apply Aloe vera gel with Haldi & Kesar twice a day for at least six months. To detoxify your body consume 5 ml in the beginning for 7 days then 10 ml of Aloevera Juice in the morning ( empty stomach ) for at least 3 months. more  
In addition to allopathic medicines, rub the skin by coconut oil mixed with lemon juice. Never mix any fruits with milk. more
