Yes I agree that it is difficult to control the people who does not care about anyone else but their own interests. They are rude and undisciplined. To avoid gatherings in these markets, it is advisable to stop all vehicle movements about 1 kms from the markets. Let the buyers walk the rest of the distance to the market and come back to their parked vehicles. At present allowing vehicles up to the market area is a mistake and people do not care to bother about parking their vehicles right at the shops and create blockages and people movements. Stopping the cars or bikes 1km away will be useful for the police to strictly implement the mask protocol also when they are walking to their destinations. more  
It is nature and habit to find flaws with the new person while comparing the previous person who so ever he may be. Let us give the new CM some time to implement what he wanted, It is but natural for the political leaders to change the staff to get their confident person in place. The Public has become overconfident and thinks nothing can happen because lot of negative propaganda spread by Political Parties and all sundries knowing the culture. This has to be stopped and every one should not hesitate to mtick of the defaulter. Don't wait for the Police to come and correct. more  
The major crowds are the following places. Fish market, mutton stall , vegetable market and provision shop. To avoid crowds not permit car, scooter and motorbike near to the above purchasing area point .Hence to depute particular crowed area point sufficient security and to permit minimum people to the above purchase area every 15 or 20 minutes to by their requirements on turn basis . The security Watch public people are maintaining the following wear mask , social distance and the concern shops should be provide facilities use sanitizer to purchasers before buying things . This is my comments only. more  
More than essentials there is some articles also needed but this long lock down how to manage who knows, even people are not listening what to do..... more
