The Govt. departments have not followed / accepted the philosophy of MSME. They still prefer large corporations and restrictive policy against the MSME encouragement. This policy needs urgent review and only in case of large projects having the exclusive requirement of large scale sector in supply of goods, services or professional services should be allowed otherwise encouragement be given to small professional firms having partners upto 4. Proprietory firms have more of service delivery capabilities and responsibility. Only risk is in case of death or long term sickness. In such cases permission should be given for getting the same completed by another professional. Even in case of failure, the riskis very low as this happen very rarely. Professional services should be paid at reasonable fee and not floated on lowest basis. Service delivery at lowest will be poor and majorly waste of public funds under the garb of lowest tender and encourage corruption practises.
