corruption in gst refund

There is corruption all over the country only tall claims are made about corruption free India NEW INDIA transparency etc. The prevention of corruption act has also been modified to suit the corrupt , the atrocity act has been strengthened to protect some particular section of people. My suggestion is as under :

1 Appoint private agencies for each service that any citizen or business firm or any one needs from Government - e.g. FOR RTO , Ration card birth death certificate , Income TAx jobs GST jobs building construction /Occupancy certificate water Gas etc etc.

2. The above agencies to be called as facilitators and selection to be through E-AUCTION with pre-qualification criteria on expertise experience in that field - for each service one who quotes lowest rates to get the job.

3.The Government should publish the rates to be charged by each facilitator in terms of item rate or percentage rate for refund of amount from Govt Department or it could be in percentage of value of service etc. This will have to be worked out.

4. Once the name address all details with rates for each service are published by Government on WEBSITE of each Government Department citizens firms can approach those agencies and get the work done by paying the charges fixed by the Government which will help both the Government employees as well as the citizens and there will be certainty about completion of job in fixed time period and the amount required to be spent on each job may be there will be slight variation.

5. Citizens and firms need not waste their time and money and avoid shabby treatment given by the Government officials.
