Does India have a functional IT ministry

AIIMS server Hackers have allegedly demanded around Rs 200 cr in cryptocurrency from AIIMS-Delhi as its server remains out of order for sixth consecutive day; patient care services in emergency, outpatient, inpatient, laboratory wings being managed manually.

I wont call it inefficiency on the part of AIIms officials. Hackers have planned for it. Those who want to act negatively will first win but then face punishment later. Bank software fail sometimes, then recovered. Terrorists kill some pleople, then you find out who it is to punish. Nothing protect you from such negative planners. Unless you have harshest punishments like in China or Islamic countries. You dont see such actions are there. Democracies will have such problems because courts are slow to act and process is full of loopholes. more  
I like to bring Banking software are anti senior citizens. Our Banks devise software of their choice. I once paid Rs 6000 to I-Tax due to software defects in Kotak Bank. My account is opened with More than 60yrs age. I gave form 15H. It is found that as my SB is not marked Senior citizen and I-Tax Rs 6000 is deducted for my about 1 Lac FD interest per year. When asked the bank, they told your account is not marked Senior citizen so we could not feed you 15H as the software generates only 15G for non senior citizen. I checked with my ICICI account also and changed my SB account as senior citizen. Once SBI deducted Rs 3500 I-tax after my FD interest crossed 50,000Rs, even after giving 15H. Luckily the amount transferred is adjusted against TDS for others as JV, painfully. But next time it is done they could not do as SEP TDS is deposited, I lost Rs 3500Rs. Once Andhra Bank cut TDS even When I gave 15H is given. I could not realize it as SB statement could not be printed. The amount is moved to suspense account. I do not know the TDS is made good for others. Why Bank Software are not standard. When our date of birth is showing a Senior Citizen, how it can not be automatically classified, instead, close account and reopen a new account. more  
Yes,our IT ministry has to go very long before it can be taken seriously. Vital installations,atomic, defence, aviation , police network which are critical areas should be massively upgraded with military grade security protection. more  
Police says that no one is asking ₹200 cr in cryptocurrency. It would be unwise too as cryptocurrency market has taken a severe hit. Whoever is managing cyber security at AIIMS should have auto stored all data remotely as well. MS One Drive, Apple's iCloud, Dropbox are used by so many for it. For example, I use Dropbox to auto backup all data on my PC as soon as it is created. more  
It is high time, the Government should strengthen the IT adminstration and security in all Government Departments and other wings of Government in similar lines to COSO & COBIT frame work. Regular required training and upgradation of IT skills is a must for all the employees in IT wings. Upgradation of Hardware and Software to be done on periodic basis, so that the risk of attack can be suitably mitigated to an agreed level. Periodic Security audit should be strengthened. more
