Selling acid regulations

It was in the year 2013 that the Supreme Court had offered legal remedy to acid attack survivors in the landmark Laxmi vs Union of India case. In addition to acknowledging acid attack as a heinous, non-bailable offence with a punishment of up to 10 years, the top court had also laid out measures to check the sale and purchase of acid. These are the requirements that were outlined by the apex court:

Establishments selling acid will need to procure a license to do so.
They have to be registered under the Poisons Act, 1919.
Sellers need to maintain a register, which has a record of the stock and sales of acid.
The buyer of acid must provide a government-issued photo identity proof which contains the the buyer's address, and must disclose the reason for buying acid.
Acid cannot be sold to minors.
States and Union Territories can frame laws over and above these guidelines to ensure illegal sale and purchase of acid is curtailed.
In case a person is found violating these guidelines, a formal complaint can be lodged with Sub-Divisional Magistrate (SDM) of the district, who can then levy fines on shopkeepers found breaching the rules given above.

be it any year, i(man) having power or authority , to pass an order is easy. the problem lies in it's implementation. the how part. which is where i(man) fail. the 'law' i(man) creates is only to see my signature at the bottom. I(man) will retire soon. how does it matter. there is a huge gap between passing and performing. we are short of good effective people in the front. basically hard hitting 'will' is missing. blame it to our mind conditioning. "let the man who has not sinned, throw the first stone" more  
Those acids should be prohibited to sale-out without Licence or banned and those acid-attackers should be sent to imprison through laws.Thanks. more  
These are human problems. Parents, relations, community all those who see interact and help attackers, due to emotions and relationships, need to realize the impact of wrong doings and become part of correction. Law alone can be used to give punishment and satisfy those effected but cannot stop evil. All, law and people together can help in correcting and stopping. Need is to make people realize and act to prevent such acts from happening. Regards Drhssharma more  
See you cannot correct habit of Indian man in a day They are always taught that they can do any thing to woman So we have to improve our system fo teach every one that no cast no one is superior to any body and it will take one generation to go for next generation to learn it And more over their should be terror of punishment by police if they do something wrong But our police is not in full command to punish for something as every one is related to higher up for skip punishment So important is to teach every one to do respect of others You must have noticed that people who has easy money do more crime than others So the Govt should aim to punish people who is earning easy money more  
Lata Ma'am .....you seems to be teacher by profession , I suppose. I respect your opinion. Gone were days where you can teach someone with stick. Spare the stick and spoil the child. Now a days even the teacher are not allowed to give corporal punishment to the students. If any teacher does it, he/she will out of the job the next day. more
