It is not clear by empty stomach - in the morning, in the noon / afternoon or in evening / night. It depends from area to area and the Religion to which one follow in the shape of vegetarian / non - vegetarian. Thirdly it depends on the age, eating taste, health condition etc. In general one common person may take light luke water in the morning before taking any thing. Quantity may vary from one small glass to slowly increasing to one litre or more. May finish his breakfast as early as possible (up to 9.00 AM) like there will be no lunch eating as king. There will be lesser quantity of food in lunch (up to 2.00 PM) to eat like a ordinary person & in dinner (latest by 7.30 PM) as much lesser quantity then lunch. more  
There is no food that you can eat on empty stomach. Once you eat one tea spoonful your stomach is no more empty. more  
A Glass of clean good water does 50% of food requirement. more
