I had also similar type of complaint and lodged as many as 11 complaints and got the similar responses from persons of MTNL. They use to call asking "Aapka Broadband ab theek chal raha hai" and without waiting my response, they use to disconnect the call. Perhaps they are making their record that at the time of call the things were OK.
I then filed an RTI giving all references of my complaints with complaint numbers and sought for information as to how MTNL had disposed of all these calls and to whom these calls were allocated.
It worked. I got the response from MTNL in 35 days and competent authority jumped into fray and got my connection in workable condition. I think this will work and if the same is still not working, at least you would have an official record of your complaints lodged with MTNL duly certified from them, which will help you in establishing your stand before consumer forum and claim of damages. One thing I would also like to mention here that this would be a summary trial and would not take much time to decide. So don't hesitate to file complaint before Consumer Forum also. more

I find that the speed of the BSNL broadband is not competent with the amount charged. Anywhere in europe or americas it is +12 mb/ second and Africa averages to about 8mbps.Since the speed is slow more time is spent and package limits are exceeded. It is time to think of faster ground equipment as BSNL holds most of the spectrum. The compatability between availability and delivery is very vast such that private telecom companies pose a serious challenge. It is time BSNL wake up to modernise with make in india initiative or face unmanageable losses soon. more
