This is the reason why you should buy only Hallmarked Gold. The catch in Gold Hallmarking is the number which indicates the purity of gold. Even 9 carat gold can be hallmarked. So please check the number before you buy hallmarked gold jewellery, as given below:
958 Corresponds to 23 Carat
916 Corresponds to 22 Carat
875 Corresponds to 21 Carat
750 Corresponds to 18 Carat
708 Corresponds to 17 Carat
585 Corresponds to 14 Carat
375 Corresponds to 9 Carat more

BIS HALLMARKING DEPATRMENT, DEPARTMENT OF CONSUMER AFFAIRS AND CONSUMER COURTS are always favours jewellers and takes no any strict action against them who sells low purity gold jewellery may be it BIS hallmarked or not. Reason behind this is known by everyone. So being a consumer you would remain in loss condition if you buy gold jewellery either hallmarked. or not. In my case I. bought gold jewellery from P.P. JEWELLERS, Pitam pura showroom which was found fake after testing from recognized labs even then my case in consumer court is pending since 4 years and no any hope to get justice in coming yeras due to having strong bonding between all departments and branded jewellers. more  
Useful information. But as pointed out by shri Mehta, the gold is generally discounted by any other jeweler than the original seller. Are'nt there any commercial labs which test the purity of gold or silverware and furnish a report ? In industries testing of steels and other alloys for their composition is very common and there exist metallurgical labs who test and certify the chemical composition, physical and mechanical properties. more

This is only an eye-wash propagated to hoodwink the public. Try to sell a hallmarked item of gold jewellery to another jeweller (not the one you have purchased from) and you will experience that he would not accept the correctness of the hallmark, further try to sell the jewellery to the same dealer and he would only be willing to exchange it for an identical weight of jewellery but he would not refund the total amount for the gold at the market rate. For ages now we are being swindled in the matter of purity of gold ornaments. more  
22/24=916, 23/24=958 base is 24 carat pure gold more
