Car pollution check validity - 6 months or one year

Last year in February, I did a pollution check for my car (3 years old). The certificate was valid until Feb this year i.e 1 year validity. The pollution checking person told me that the govt had changed the validity from 6 months to 1 year.
When I did the pollution check, today (after a year of the previous check), the validity was 6 months. When I asked the pollution checker as to why it was only for 6 months (showed him the previous PUC also), he said that that is what the machine has given and that he has no control over it.
Is the validity of the Pollution certificate for 1 year or 6 months?
And any pointers on whom to write to regarding this issue. more

BS 4 cars are given PC for 1 year,rest all is 6 months more

BS4 VEHICLE CARRIES VALIDITY FOR 6 MONTHS. 1 YEAR VALIDITY IS TOO LONG FOR OLDER AND ILL MAINTAINED VEHICLES. more

Sir, your car is as good as new.
I think validity is fixed considering the BS standard of engine. My car is also BS4 and the pollution certificate carries validity for 6 months. more  
How does the system know abou the maintenance during pollution check? My car has travelled about 7000kms and is serviced every year. more
