Could there be Unfair business in Department of Posts ?

Some feedback has been received from consumers about postal services specially that of speed post and registered posts articles.
1. The articles are sent by speed post and registered post specially of the legal notices either not getting delivered to the addressee or returned back with unbelievable comments like insufficient address or the recipient refusing of having received such postal articles at a later stage. The incidents those have come to light are
a) The article got delivered as per tracking report but returned back the very next day with remark " address insufficient" and the tracking report was updated with no trace of the delivery already made to the recipient.
b) One registered post article being legal notice was signed by the post man by itself by forging the signature of the addressee.
c) Despite complete postal address with all details, the article was not delivered and returned back with remark "address insufficient"

Has any of the consumer fallen into a situation where the sender has got the proof of delivery but the recipient did not receive it. It is very much practically possible as the Department of Posts has got a policy of weeding out of the records/data in such a way that no one can challenge it even under RTI Act 2005. In one of the situation, Department of Posts has agreed that the postman has forged signature of the addressee and further investigations going on. I have also been hearing that such services are available on some financial consideration.

We have instances of RPAQD letters, not being delivered more  
@Shri Ravi Prakash Ji, I am sure you must be writing complaints to the Postal Department. If not, please initiate such habits. It is very simple. The complaint can even be lodged on their website. If you fail satisfactory responses, one can even consider RTI route. If planning to take issue under RTI, do not delay as the Postal Department has funny policy of records getting weeded out. I will be shortly putting up outcome of my two RTI applications, out of one the person has been traced who signed the acknowledgement by forging the signature and for others I am yet to approach CIC, but till now have made sufficient ground of pinning down even their senior officials. more  
Neither of documents, cards & checkbooks of my ICICI bank account reached, when they sent them by registered post, they got returned immediately on same day or other day with comments like address not found or wrong address or incomplete address, when all other posts of my father are received. This happened & still happening in Shujalpur Mandi, 465333 Post Office. Even after informing to postman & post office officials about some documents are going to arrive on my name, they suspiciously gets returned. Either govt. should close such fraud & useless departments or do some corrective actions. more  
Letters posted by ordinary mails are mostly not delivered. Speed post & registered letters gets delivered in 3 to 15 days & no one is answerable. Most government departments are corruption ridden. No postman delivers passports without collecting a tip of Rs. 500 or so. If one does not pay, he threatens to return it to sender. more  
We citizens need to bell the cat. If he demands or even expect some money in making delivery of the passport, please do not give even single penny. If he threatens let him do whatever he want and then act for belling the cat. I got 4 passports on different dates, did not pay even a single penny.
As soon as you get any article just see its tracking report. If it is held up in the local delivery post office, make a complaint to the post master and SPO of the area. more  
The delivery message is perhaps, part of the system without any confirmation from the receiver. This is common in many fields. If you book a telephone complaint, you will get a message in the morning itself that the complaint has been resolved and that for any further clarification you may call ....... When I give my car for servicing at 9.00 am, the man at the service station tells me that servicing will be over by 4 pm and that you can collect the car at 5 pm. At 11.30 am I receive a message that the servicing is completed and you may collect your car. On phoning the service centre I am told that it is in progress and your car will be ready by 5-00 pm. more
