Delayed Justice & inefficiency @ Consumer Courts

There is very effective Consumer Complaints Redressal Act and there are separate consumer forum courts at each district, state & then at National level , a National commission. The act provides for disposal of complaints within 90 days - however even the situation at National Commission situate at Delhi where both Original Complaints (amount of dispute more than 1 crore) and appeals against order passed by State Commissions are entertained, cases are pending for years together. It is a brilliant illustration of "justice delayed is justice denied". Both lawyers in practice (most of whom, with due respect, are finding no difference between these forums & normal courts) as well as judiciary are responsible. Even small cases are kept pending for years together and like normal courts, matters get next date just after a small progress whereas the Act itself provides for disposal within 90 days and its is categorically held that Consumer forums proceedings are to be held in summary form only. more

Tamil nadu,probably is one of the worst examples in this area. Most of the district fora and the STATE commission are without a head. Some are functioning with a non judicial member as HEAD.Even an intervention , by CHENNAI HIGH COURT, hasnot produced RESULTS more  
What is worse is the appointment of Judges for Consumer forums itself is delayed for months together. Has the law ministry is aware of its responsibility?In Coimbatore it about more than 90 days since the judge retired without any replacement so far more  
In a country where lakes of lawyers are fake what can be expected from such judicial system. Laws are made to manipulate & forums are defunct due to the shortage of manpower & infrastructure hence the cases are delayed & justice is denied. more  
It has become a big joke. more  
Where is the Law? Where is the Government? more
