Fire and Safety Standards

In light of the on going unabated fire incidences not only in Mumbai (yesterdays fire incidence in Mumbai high rise building and a restaurant) but across the country, as well as during the fire mishap in KAMALA MILL COMPOUND RESTAURANT , plus few years back a huge fire in the MANTRALAYA,,
I am once again placing below some of my suggestions for your kind perusal.

I am submitting herewith, the following important issues for your kind Perusal and further suitable action in the interest of the Nation and people.

1.USE OF FLAME/FIRE RETARDANT ELECTRICAL CABLES AND FITTINGS, UPHOLSTERY,
AND LINING IN THE BUSES, DRAPERS etc; CARS AND BUSES AT ALL THE PLACES,
DOMESTIC, COMMERCIAL ESTABLISHMENTS,INDUSTRIES.

We all know that FIRE IS A BIGGEST HAZARD FOR HUMAN AND PROPERTY.

Majority of the fire incidences takes place due to ELECTRICAL
faults. ELECTRICITY IS GOOD SERVANT BUT BAD MASTER.

Many times it is superfiacially concluded as short circuit problem mainly.

Due to LACK OF KNOWLEDGE AND INFORMATION about the USE OF FIER RETARDENT COMPOUNDS TO BE USED IN SUCH
ELECTRICAL WIRE/CABLES (V0,V1/V2) standards AND ITS FITTINGS AND IN ABSENCE OF ANY SUCH STATUTORY
REQUIREMENT NON OF THE BUILDERS/PROVIDERS AND MAJORITY OF THE USERS NEVER DEMAND OR ASK FOR SUCH all REMAINING AT THE MERCY OF THE EACH OTHER.
INSTALLATION OF SMOKE AND FIRE CURTAINS BE MADE MANDATORY IN ALL PUBLIC PLACES WITH SMOKE/FIRE DETECTORS AND ALARMS. Further detail s can be provided if needed.

And now all such material is available and there are international standards for these type of vulnerable utilities, There should be a systematic approach to overcome such mishaps - recent incident of fire in
one of the HOSPITAL IN KOLKATTA.

These standards are mainly V0 AND V2 based on the fire retardant
characteristics and use of HALOGEN BASED OR NON-HALOGEN BASED FIRE
RETARDANT COMPOUNDS USED IN THE MATERIAL LIKE ELECTRICAL CABLES/WIRES,ELCB
FITTINGS, SOFA-SEAT COVERS, USED IN CARS, BUSES, DRAPERS.

IN ALL DEVELOPED COUNTRIES IT IS MANDATORY TO USE SUCH MATERIAL .

We can take up this issue with the respective URBAN DEVELOPMENT MINISTRY,and the other authorities.

EVEN APPOINTMENT OF SAFETY OFFICERS IN ALL PUBLIC PLACES, HOSPITALS, CINEMA HOUSES, MALLS, BANKS HOTELS.CIVIL COUNCILS WHO GIVE CONSTRUCTION PERMISSION AND SHOULD FORM A PART OF THE TERMS AND CONDITIONS FOR CONSTRUCTION PERMISSION.
It should be made mandatory that every month these safety officers must send their report including the safety audit, house keeping with real time pics of the place n not only as a ritual that all is okay to the SAFETY COUNCIL OR ANY OTHER DESIGNATED AUTHORITIES LIKE THE FACTORIES ARE SUPPOSED TO SEND.all okay reports must be first taken up by the respective authorities with microscopic eyes.

We are very quick in making rules but very poor in implementation specially double checking by Govt agencies for its implementation/follow up.One of the main reason is electrical short circuit.For this it must be mandatory to replace electrical wiring after 30+ years.As wires melt over a period of time due to heat etc. more  
Yes n also must use copper wire cables not aluminum. more  
There a whole lot of fire safety standards formulated by the Bureau of Indian Standards. All these standards printed in a single volume is available as a part of National Building Code of BIS. The problem is these are not fully followed and implemented by all concerned. State Government Departments are not very effective in ensuring that they are fully followed. Who will bell the cart. more  
Sir, than what is the use of such BIS Dept. Employeeing thousands of employees?

Even for NBC primarily all local n urban development authorities are responsible for not enforcing any such codes strictly. On top of violation state govts. Have started business to regularise any illega construction charging impact fees . It is said that the country whose elected bodies if start doing business like it, that country can never progress. Basically we lack system, had it been formulated thoroughly, no one can bypass the system.

The rules are framed in a way so that it can be enforced as per ones whims.

Periodically inspection of fire fighting system, mock drill, and training should provide to staff / member beyond above mention basic fire safety during construction periods. more
