Gas delivery man demanding tips

I have a bharat gas connection. the delivery man always wants a tip for delivery the gas. Nowadays this has become more and more worse and even though I am paying full price for the cylinder, in the last visit the man was very rude and demanding for Rs.50 to deliver the cylinder. the same money is being demanded even from poor families in the nearby neighbourhood and he will not go without getting his demand.
What can we do to combat this menace? more  

I have complained on the bharat gas website and got a call back from the local distributer that the matter will be looked into. they want me to post a satisfactory reply on their website only. Have to wait and see. But if enough numbers of us post complaints on their website, shouldn't it make a difference? more  
Delivery charges i think about Rs 13/- is already included in the cost of Cylinder as such the delivery boy cannot claim it from customer officially. more  
This problem is there with Indane also. I'm told that online pre-payment is possible so you can decide whether to give or not. This problem is more in poor neighbour hoods where migrant workers live. They fleece the helpless labourers staying in colonies. more  
It has become a routine practice by delivery boys , in our colony they are supplying half filled cylinders, if depot is nearby get cylinder direct from the dealer and many people are doing it. These guys are connected and are good at scaring single women during afternoons when men are away. Some women do yield in to pay tips or to get half filled cylinders.Some flats in Our lane have PNG connections , like on my 1st floor , others are denied due to safety issues raised by PNG people because of erratic , illegal constructions and floors added without any permissions . Do you not think the Bullying tactics are because of faults among rich? more  
First of all as you know that a delivery man gets delivery charge from gas agency and this charge is already added to you bill. So tip is not his right. But unfortunately, we don't stop ourselves at restaurants, hotels, bars and places where we eat. I have faced same situation outside eating places, and have helped them in all means other than giving cash. They will demand cash for medicine, clothes, food etc, but I insist them to come at Medical store with me, to take old clothes from me etc. Mostly they don't accept my optional offers and get lost. Next time, you talk to such man and try to know about how and what is use of your given cash, if seems genuine you can help. But before that try to help in other mode if possible. This is not 100% menace in case of real needy poor and deprived citizens. more
