Himalaya passing only partial benefit

See attached. Himalaya neem face wash had MRP 120 in oct 2017 when GST rate was 28% in nov 17 rate was reduced to 18% so approximately a 12 rupee price reduction shd have happned in MRP. Instead Himalaya lowered MRP by only 3 rupees. Can this be taken up by NAPA. Attached are screenshots. more
