Is it that liquor sales are exempt form laws of the land

I am attaching news article 2 pages from a leading daily "राजस्थान पत्रिका" dated 03.06.2018 highlighting fleecing the consumers by Raj. govt. I also had first hand experience of this loot when I wanted to purchase some liquor & beer for a party. I was asked by the salesman to pay Rs. 110.00 for a Kingfisher can bearing Rs. 86.00 MRP.

Is it that liquor sales are exempt form laws of the land to issue receipt and to accept payment digitally , if so desired. When in Delhi liquor is available through digital payment then why Rajasthan can't do it.

Will some concerned authority take note of it and do the rightful or it is also another case of non-governance by Rajasthan Govt. "जब बाड़ ही खेत को खाये तो कौन बचाये". more

Retailers don't issue bills and Liquor is out of GST purview. more  
There is no Law for liquor sales in India and the rule is that suits the concerned State. Because some States feel that that without excise duty, there can not be progress of the country. more  
This is recurrent theme in all states where there is a culture of "Prohibition" of the Gandhi or Islamic kind. There is this assumption that anybody who drinks alcohol, even if legal, is sinning, and will therefore succumb to extortion out of guilt. more  
No doubt Alcohol is injurious to health and addictive . So it is a Drug .Yet the the Government likes to make money out of it . Such drugs are called legal drugs like cigarettes , and some Schedule H Drugs from pharmacy . So the consumer of alcohol in that particular state is not a criminal ,but a user . There may be grades of use , abuse , misuse , which engulfs the abuser as an addict . Yet he is a law abiding citizen as long as he doesn't drive ,ride a vehicle or make nuisance in the public. So he also has to be treated like any other customer . He can't be ostracised . He should also be issued a bill / reciept for the amount received. To buy Liquor at M.R.P. is also his right . Sudhir is exposing the situation in the state of Rajasthan where the Government turns a Nelson's eye to the overcharging of Liquor over M.R.P. There the Liquor traders are Private parties , so there is nothing wrong i Government having a crack down on suck shops . In Tamil nadu , the entire Liquor trade is under Government 's TASMAC whole sale as well as retail. Every one will agree that the outlets charge Rs. 5/ , 10/ , 20 over the M.R.P. FOR 1/4, 1/2/, Full bottle of liquor and Rs. 10 , 20 for a bottle of beer . Is it right on the part of Government to allow this ? Where does the money go ? Is it an accepted norm that Election funds have to raised this way . No one will have the guts to ask for a receipt and pay only the M.R.P. more  
As long as Governance i.e., Rule of law is overmastered by political power, all means and sources of misuse, misappropriation cannot be eradicated .
GENERAL PUBLIC SINCE MANAGED SO WITH MAJORITY STRIVING IN POVERTY, ILLITERACY AND DEPENDENT ON LOCAL POLITICAL AND MUSCLE POWER, there cannot be the real democratic rule in the country.

I am not a drinker. But what I heard that most of the chain of liquor selling outlets charge more than MRP and people pay it. It is because that there are addicts to it who are in need daily without which they cannot live. Secondly the party people buy it and they do not bother the excess charged. Thirdly the bars in the big restaurants charge high saying that their services are worth it and have overheads. It is only the occasional drinker who is worried about this extra. BY LAW THE SALE PRICE MUST BE SAME FOR ALL AND SINCE THE MINORITY WHO SPARINGLY USE THESE ALSO SHOULD BE PENALISED IS NOT RIGHT. THE LAW MAKES AND ADMINISTRATORS MUST REIGN IN THE SELLERS AND BRING THEM TO BOOK. more
