Ms. Shivani has raised a very very important issue
In fact, not giving receipt of the amount received is the foundation of most of the Unfair Trade Practices, is a source of black money generation, tax evasion etc. etc. and therefore, if arrested with a heavy hand, could have served the purpose of De-monetisation and GST etc. and if not arrested, has already failed the De-monetisation and may fail other measures also but the authorities, be they the authority controlling this consumer circles turn a blind eye, for the best reason known to them. Ms. Shivani Batra has also suggested a very good mechanism. I wish to invite the attention of authorities controlling or supervising this circle and their ministers to note that under the Registration Act, 1908 Section 17, if the value of the property is one hundred Rupees or more, the Registration of the documents of conveyance of its title is mandatory. If the law requires a person to to go to the Office of Sub-Registrar and get the legal documents of conveyance of the property valued at one hundred Rupees prepared and get the same produced along with the vendor and vendee and registered by necessary stamping and entries etc., why a seller not be mandatorily required by law to give a receipt [which may be a small slip] and why a defaulter be not punished as suggested by Ms. Shivani and why this game of unscrupulous sellers handing over substandard goods without any trace and evading the tax should go on? more
The general thinking is that de-monetisation was a farce and a total failure. Only the common man has suffered most and nothing has been achieved till date. Only the government can boast, by giving false statistics of their achievement due to the de-monetisation. In fact, it gives a feeling & belief that this measure has been taken only to benefit a certain segment and the politicians in general. more
Fateh Ji as I understand and my comments: 1. as far a purchasing a house by a "common man" is concerned they would ensure all payments are made a receipt received 2. however in most of the case the broker etc. influence and tell the "common man" not to make payment i.e. one of my friends purchased a new house yesterday, paid cash upfront of 3.5 lacs for covered parking area ! Now this is about the property where a buyer would demand in most cases receipt of house/property 3. In case of other daily household items from milk to all daily use no receipts are demanded in most of the cases - as sit would lead to tax. To a common man like me, the tax i pay should be utilized and I should have a visibility on how it is being used ...else people would continue to use various gaps in sidelining the rules ... more
If Govt wants to collect 18% of your toothpaste or soap (GST), obviously many would avoid bills. It all depends upon how & where you want to bleed citizens. more
most of the customers are not interested in taking receipt to avoid tax mos of the vendors do not want to give receipts to avoid tax sub registrars them self are inefficient. They are ment to collect registration fees with out verifying the validity of the document. more
