Post office savings account to digital account - why confuse the account holder so much

I have a regular savings account with Post office. I thought it would make sense to convert it to a digital account so that transfer to PPF account can be done without issuing checks. But, on going through the process, I realised that it is not a only not easy but confusing as well. The two contradictory steps:
- Customer must have active individual POSA account to link it with IPPB savings account.
- POSA linkage is not available with Digital savings account, However, applicant can link POSA account post conversion from Digital savings account to savings account.

So, it looks like one has to open a Digital savings account, convert it to savings account (whatever that means) and then link the POSA with the account. So, to do digital transactions, one has to open 3 savings accounts??
Why do they have to confuse the customer so much? Can it be not done like the banks. Once you have a Savings account, request for net banking for the same account.
When will the government learn the ease of making technology usable for the citizens?

In General Our Experience with Post Office Working is Horrible. There no body is responsible. If a person is on leave for months, there is no alternate arrangement. Even their Bosses will also show their helplessness. Infrastructures are very Poor. Half the time Systems are not Working. They are worst then even Govt Banks. more  
I agree to the observation and I have faced same with great difficulty and finally giving up visitng postoffice and any investments. Hugely cumbersome procedures, rude and un-willing staff poses a big challenge to stick to will to invest in postoffice. After many arduous visits to postoffice I could deposit some money in my SB account there as per staff advice. Only to know that it is not that easy to invest online through PO SB. Simply left the further effort. more  
When depositing a check for ppf, there is some confusion on whom it is to be made payable to. I thought it would be my name and PPF account number. But, it was not. It was to be made payable to the sr. Post master of the head post office to which the po is attached to. And this also differs from post office to post office. more  
Post Office is somewhat more conscious of public safety than the Banks. That is the reason, there are so many restrictions. more  
I agree. Procedure is cumbersome, but implemented at least after so many years. Not sure why they have not thought of a simple way to do fund transfer to ppf or sukanya samriddhi account. I also had to open multiple accounts just to do routing of funds from bank account to ssa or ppf accounts.cEven after all these changes, there is no way to access ppf or sukanya account statement online and the only way is to visit post office and update passbook. more
