Process for raising complaints for NRI

Hello,

I have booked a flat in Nov 2014 and builder promised me to give possession by Dec 2016. Now he has crossed the given date and till now, he has not completed paper work.
Now I have came to Sweden for an assignment and Its not possible for me to visit consumer court. Please suggest me how should I take this matter ahead so that I will get my money back.
I have paid him 25% amount with proper cheque. I asked for refund but he is not giving me refund as well. Any suggestions greatly appreciated. more

you should contact a practising lawer and file thorough him a case . in case desired, i can help giving you my details of lawyer having e-maill address, cell no practising at different courts at mumbai including HIGHCOURT. M.DAS more

I had good responses from filing complaints on Narendra Modi app in regards to long standing dues from government organisations. Even if the issues are with private companies, illegal harassments met by NRIs may get focussed there. You can try along with other trials you may like. This is an online process and can upload relevant documents if any. more  
The bad thing is that this builder got the award in MCHI-CREDAI (Builder's association) exhibition 2014 for the same project. I searched so many projects in that year and finally took decision to invest in this project. He showed everything professionally that time, including sample flat. Even all his staff were Management students. Now I feel, It was a trap to loot the people. Now this builder is saying I am not capable of completing this project and handed over project to another builder. This new builder is asking for consent letters from all investors with new proposed date 2018. I have refused to give consent but I am not sure how successful I would be in taking this case forward. Hoping for something good. more  
To clarify, the work of the project has not started as builder does not have permission from concerned authorities. Thanks. more
