Regarding Flight ticket ( Refundable )

Dear Team ,I booked one flight from Calcutta to Pune dated on 25th April 2017 .Flight ticket was mentioned as refundable ,Ticket cost was INR 4908.But I cancelled this just after two days due some financial problem,But after few days I got refund as INR 417.So it reflects as only 8.5 % has been refunded and 91.5% has been deducted.
Can some one guide me whom to contact on this. more

The refund of flight tickets should be the basic far atleast, if not other charges. It should not be a source of income for the airlines. more  
I do have observed such type of cases from many of our friends. Right option may be OMBUDSMAN. Please contact with help of this website (http://www.consumer-ombudsman.org/). May be you will get good result. Ensure to share this output to all. more  
Dear Mr. Utpal I also found several other regular air travellers facing multiple issues mostly ending up paying fr every errors and lapses of time, name, spelling, dates, sector change and forcing passengers to pay more and more endlessly. we need to invite all such issues and request the govt to study the situation and prepare an user friendly policy. Pl. ref. the Ticket charges minutely - the Taxes and other charges are not applicable for refund - as claimed by the Service Provider which is (Basically wrong). Also find out whether the said flight was full on particular trip (Specifically your reserved/confirmed seat No. ) The you can file Consumer Complaint for all the Hardship, inconveniences, mental agony etc. You are certainly eligible for the ad-quite compensation. more  
if you have the copy of ticket, pls check the terms & conditions and confirm whether it indicates cancellation within/after so and so days will charge cancellation charges at what rate ? This will help you in going to Consumer Redressal Forum. Best luck. more
