Service Charges being taken by fine dines

I went to dine out in one of the restaurant in south Delhi and I was asked to pay service charges. When I questioned the management, they showed me a printout at the entrance and said that they can collect the service charges if they have mentioned it within premises.

The printout was not visible at the dark entrance. The waiter never informed while taking the order. Can someone throw light on latest ruling related to SC collection norms?

It has become a practice that writing the TERMS APPLICABLE in bold letters and writing the terms/conditions in microscopic letters. Now it will be new trend displaying in the darkness and taking excuse. Now we must start asking before placing order, are they charging service too?. Some shops charge 2% bank charges on card payments but when insisted they accept without extra. Similarly When we are not careful, they take the advantage. It is survival of the more careful. more  
Collection of service charges should be mentioned in bold letters on the menu cards? more  
I saw a debate this week on cnbc on this subject, even localcircle ceo was there. Why is the Govt not taking action now? more  
Such loopholes like 'To be displayed' etc in all spheres ruin this country. Regulation should be Cut and Dry ... No Forced Service Charge. more  
It is high time the government should pass a law that service charge is up to the discretion of the customer and not up to the management. more
