Where to Complaint against HDFC Bank

Dear Members,
I have to file a legal complaint against HDFC Bank at New Delhi for my pending refund of 60 thousand since Jan 2019. I have communicated enough on emails and on the phone however, the concerned people seem to be taking things lightly as I am out of India.
I wrote the complaint to 'Jago Grahak Jago' website and there is no acknowledgment or confirmation given after submitting my complaint - It seems to be ineffective.
What are the solutions? I tried speaking with a known lawyer and he is asking for 5K for sending a notice without any assurance. I would welcome any suggestions/solution from the group members,

You can send notice to HDFC and in case no response is received within 15 days, you can approach the OMBUDSMAN at RBI. more  
There is an ombudsmen within HDFC.First report your grievance to them .Wait for a forgnight.Then report to ombudsmen of your jurisdiction which is generally displayed in the banking hall of all bank. Again the response is not appropriate report to RBI. The Real problem is RBI simply forwards it he complaint to HDFC and does nothing more.So the grievance goes back to square one. Next remedy is to go consumer courts. more  
Complain to OMBUDSMAN at RBI. These banks are scared of RBI. HDFC group is a habitual cheat. more  
HDFC Bank financed l housing loan or HDFC Housing Loan Company financed housing loan. This needs clarity. If HDFC bank financed, then take up strongly with OMBUDSMAN by a registered letter, endorsing a copy to the HDFC Bank - Loan Department. Attach all relevant documents about the refund . Mark a copy of the letter in social media. If Housing loan financed by HDFC Housing loan Company, enclose all relevant refund orders to them and refer it to Consumer Court as well post all copies of correspondence in social media. Legal charges mentioned by you Rs.5,000.00 only for shooting legal notice, for all subsequent matters, charges to be fixed with expert advocates. more
