I have voted for Not Effectively as the tracking part , the Government had slackened .Probably they were resting ontheir laurels after tasting success in the first Bout. After the vaccines were manufactured and arrived the people relaxed and took it easy. Government also was overconfident. Neither the Government nor the people had realized that IMMUNITY IS DEVELOPED ONLY 2 WEEKS AFTER THE SECCOND DOSE OF VACCINE. A total of 8 - 10 weeks from the first dose.
