26/11 attacks - Improving Terror Responsiveness of Indian Cities: Inputs Sought

Today marks the 10 year anniversary of 26/11 when Mumbai faced the major terror attack. While terror attacks have certainly reduced in last 5 years, Indian cities are still prone to terror attacks and easy targets. Below are some of your key inputs on what can India do to improve terror responsiveness in cities. As a tribute to the warriors and victims of 26/11, the least we can do is create awareness about these issues and get our law makers to strengthen India's preparedness against terrorism so share your views and please share them as much as you can. We will be compiling the whitepaper shortly for submission to Ministry of Home Affairs with specific request for action.

Improving Terror Responsiveness in Cities

1. An award should be declared for advance information on terror attack
2. Citizens should be made a part of the intelligence gathering network who could use their mobiles to contact/send pictures to police
3. A national circle should be created called “India Against Terrorism’ in association with Ministry of Home Affairs where any citizen can report unusual activity related to terrorism
4. A highly trained and skilled anti-terror unit should be available in every state
5. Sensitive areas should be identified and proper information network should be developed within them
6. Each constable should be assigned 100 families to stay in touch with to get information
7. A network should be developed through which the police would have access to all the CCTV cameras in the city during a terror attack
8. Social media networks should be vetted by experts to intercept terror related messages
9. The security agencies should be interlinked in such a way that facilitate fast communication and quick action at any movement
10. Security personal should be equipped with high quality protective gear and modern fire-power
11. Satellite surveillance should be used in case of terrorist acts
12. Even the smallest piece of intelligence gathering in terror related activities should not be ignored
13. Mock emergency evacuation drills should be done across the year to prepare citizens in case of terrorist activities
14. Each city should have a medical emergency response team which will automatically get activated in case of a terrorist attack
15. Each hospital should mandatorily assign a certain number of ambulances to deal with terrorist attack victims
16. Each city should also have a chopper which can be used for surveillance as well as evacuation in case of a terror attack
17. Fire brigade and bomb squad availability should be ascertained. more

Beat constables should individually visit their areas, make contacts with local street vendors, provision store owners. This form of human intelligence gathering goes a long way. also police presence in the area is acknowledged. During the rounds, the constable can enquire about new tenants in an area. After developing healthy contacts the constable can form WhatsApp group in his or her area. To begin with pictures of new encroachment, pirated materials etc can be posted by community members on whatsapp group. The constable can form five or six whatsapp groups to maintain sanctity of various Mohullawalas. Another important contact is the local municipal councillor. The police-councillor-ward inspector relationship today is only restricted to anti-encroachment drives. There should be innovative ways in which their interaction should be increased. This combination will also go a long way in checking WhasApp rumours, even before they become a social issue. more

Terror response unit / natural disaster work is similar except that you need counter attacking armed men and rescue is same for both. Our Indian police system if trained properly can face the terrorists as first eschlan,but they are so poorly trained that they even do not disarm a knife wielding man in attacks..They have big paunches with no physical fitness, no motivation , no training including the officers.Un armed combat is a must for all uniformed forces including women in uniform even if they are for traffic or fire . The iAS and IPS and IFS should be trained in all courses and must be unified but can be allotted to different roles . more  
Police and Military Services need latest technologically proved arms/weapons even for internal Security since the Home also is such with vested aggression and attacks. more

An elected representative get vote due to popularity. But such people seek security to move in his constituency and the police are mostly busy in protecting these people instead of taking care of internal security and vigilance. more
