My locality is so smelly and full of plastic bags, it has great potential to grow. Do anything to clear my locality. Why do we have separate laws, someone will throw and spit, while others are cleaning and picking those. How can we reduce garbage, dirty drain blocked drains, badsmell more

They did not come to know only.They were in no need of passage fans..There should be specific announcement in train asking commuters to SWITCH OFF the PASSAGE fans that are not REQUIRED by STANDING PEOPLE. more

Adding to it, a mobile app could help to click the photo or record a video of such environmental abuses, and upload it to the system to generate tickets. Civic authorities could attend these tickets until its closure through their own staff or through the designated volunteers. The portal could display the real time update on all such cases and its resolutions, just like a dashboard in a helpdesk center. I believe, couple of municipal authorities have done similar attempts by spending significant money on such IT system. We could just enhance or re-engineer and make it scale-able. more  
I would like to add further, as this idea can be a full time job for the - retired, old age people - who do not have sufficient source of income, Beggars (Stop beggars completely - as they are also citizen of India republic), Rag pickers - giving these people with sufficient power in hand to be very vigilant on the streets and locality. Making easy registration - through Postal department. Providing necessary training to be watchful, give them fine book, Green Env Jacket, ID badge, and authority to fine people, these people further protected by police, with tickets book - with 25 page leaf - their task will be to catch people - fine them - collect the money, as soon the 25 page booklet completes go back to Post office, collect another booklet deposit money, and take the share on the spot out of total amount. giving some royalty to Postal department, 80-20 share. (20% share to PO). There can be conflict and voilent situations, in such cases be cautious in approaching such situations, stay in groups, place - 1 person as on looker - to call police for help. any such cases where there is extreme violent situation, police department to interfere - and put in jail - from few hours to few days. with fast track punishment appropriate for the situations - decided by the Police dept. Further Educate people - through Video - with behaviour workshop and trainings for the punished people - school master punishments - such as make murga, writing on the note book - "i am sorry - i will keep my env clean I am responsible" i.e. not treating these people as criminal, but a lesson for doing wrong. more  
Not sufficient law, or to implement existing law, force people to clear their spits, pick garbage, fine them every time found doing wrong, discourage plastic usage. Segregation of metal, glass, bio degradable, general (such as toothpaste tube - where plastic and paste cannot be separated. Very very strict laws needed to do clean up of surrounding. Initial 3 months educate people through TV, radio, news papers, emails, SMS, CCTV, after that next 3months. Charge people with zero fine warning bills. And mention amount that will be fined 3months, after warning period ends. I.e 6 mnth to change habits more
