A large majority of you have outlined via the poll how corruption is a critical issue in state or local governance. Below are the key solutions recommended by you to address state and local corruption. Kindly review
them and if you can suggest more practical and specific solutions that can be implemented right away, please share them.

Addressing local and state corruption – Solutions

1. Dedicated and honest officers should be handpicked and deputed in the known corrupt areas
2. The Central Vigilance should expand its activities and conducts surprise checks at state levels
3. In Government departments, human intervention should be minimised and e-governance should be introduced
4. State level helplines and circles should be started to report corruption issues and it should be mandatory for Anti Corruption Bureaus and Lok Ayuktas to be engaged with these
5. These calls should be given a registered ticket number and a proper call escalation procedure should be established
6. The discretion of the officers, especially in the revenue/sates tax/excise departments should be reduced
7. Corruption ranking should be given Police, Municipality, Revenue Department, Hospitals etc. by the people. The respective department heads of the top 10 in the list should be then asked to write to citizen groups and work to reduce corruption
8. The rules, regulations and procedures of the identified departments should be made easily accessible to the general public so that they do not need to find a by-pass way
9. All Government agencies should spare a day like Saturday for corruption related grievances
10. Private players could be given some responsibility in government departments. Passport office is a good example
11. There should a system where the aggrieved citizen who was made to pay bribes to the officers should be able to complain online. His identity should be kept confidential, and there should be minimum questions asked to the complainant. Based on the complaint there should be covert investigations and the concerned officers should be trapped
12. All services that a Government department renders to the public at large (central/State/Local body/public utilities) must be put on line and time should be specified for fulfillment of each
13. If an officer turns down an application, he must give coherent reasons for it and also tell the applicant what he needs to fulfill to get his application approved
14. The procurement processes of the state departments should be made transparent
15. State governments should shift to cashless transactions
16. Judgments in corruption cases should be faster and heavy fines should be imposed. more

For anyone buying property, he or she has to submit a questionnaire from where he got the funds to buy the flat & how he is going to repay the housing loand...etc. A self statement first, then keep verifying in background at own convenience. Buying properties more than say Rs. 50 lacs this process should be applied, in which the person has to declare his existing list of properties. Now you have a trail of data to start enquiry in background. Further it should be mandatory for all municipalities to have a website, wherein every house or flat given on rent has to be mandatory registered & standard rental agreement, so that there is no dispute of money transaction & litigation that follows between tenant & landlord. Any rent agreement NOT registered on the website automatically becomes null & void. Charge 5% of the annual rent as the municipality fee, which is shared 50-50 between tenant & landlord. This system is practiced extensively in all middle east & western countries. One can track the income earned through rent. The tenant & landlord AADHAR card details are to be captured. So that income sources are traced & tax appropirately. more  
The Money/Finances easily earned through various means as already discussed in different Posts ; right from Financial Crimes in private banking and Financial Enterprises those set to close after met with ; Hawala ; Money Laundering ; Quid Proquo in addition to misuse , mis-allocation , misappropriation based on Corruption and corruptive practices will never care , invite , stipulate or Regulate in any Sector since the issue of Businessing wholly hijacked by such issues at Political interest and also Backing .
This is evident from the Cases identified in malafied Vote Bank Politics since after 1980 ; Hawala issues in 90s ; and, the other issues since after 1995 .

I suggest that CCTV should be installed at all public dealing places under control of officers known for their honesty & uprightness. more  
CCTV are not a solution for corruption often happens behind CCTV cameras. So long govt does not reward upright persons corrupt people will continue to flourish & find ways to get bribed. more  
Automate all systems to simplify & make it easy, so that people can do it from online. Reduce interaction with customers then corruption will come down easily. Online tracking of the files & actions taken, those holding or taking considerable time should be taken to task. Any file which is inactive or idle for more than 3-4 days, there should be automatic re-routing to its seniors & statistics should be generated for each person, how many files he has delayed & who is efficient. Make every government position to maximum 3-5 years, & remove underperforming people. IN all these 70 years of independence, India not been able to remove 100 officers !!!Sorry state of affairs. more  
As long as corrupted people's representatives exists in this country the question of addressing the corruption is a myth. more  
Honesty is a philosophy and one's mission .Generally speaking it starts from the TOP. Politicians ask for fevour from Top bureaucrats /businessmen who also in turn promised sizable share. There are people who deny. They are courageous. We need to nurture such courage to say NO. Let us work together. If we are strong in our conviction no one can ..........Thanks. more
