Can a railway ticket, which was bought at the counter, be cancelled on the Net?
Will there be a penalty if the cancellation is done fourteen days prior to the proposed travel date?

No, a ticket bought on the reservation counter can't be cancelled online. This was already discussed more than once last year in this forum. If your ticket is a confirmed one, its cancellation even immediately after booking will attract usual cancellation charges. However, in the event of the ticket being on waiting, no cancellation charges will be levied excepting a nominal handling charges. more

I don't think you can cancel a counter on net. Take the case where you paid by cash on the counter, now if cancelled on net, where / how would they refund you the amount. Apart from the minimum cancellation charges, there would not be any penalty for cancellation done 14 days prior. more

I do not think, a ticket purchased from the counter can be cancelled in net. As per my knowledge, Cancellation charges is to be paid even before 14 days prior to the proposed journey. In a nut shell - the attitude of the Railway authorities is no more social, but it is commercial. more
