Concealment of fact regarding full refund

As per railway all booked tickets for the journey during lockdown period will cancelled automatically and full refund will be given to passenger. However this full refund means only fare portion and railway is not refunding convenience and other miscellaneous charges charged by IRCTC. This means lots of profit to railway and that's of free of cost. It appears that there is malpractice by railway.... The rules governing Cancellation of Ticket during Calamity Natural and or any other reason beyond control of passenger and concerned authority in general term also called "Force Majeure' then 'Full Refund' including all charges has to be made. Whereas in present case All Trains were Cancelled by Order of Govt of India and Indian Railways due to country wide 'LOCK DOWN' under Constitution and Emergency Power authorised to Cent Govt. The Passenger did not apply for Cancellation of Ticket. But were Ordered that TRAINS are CANCELLED by Govt . In Addition, Railway does not Pay GST charged on 'Immediate Transfer' to GST office - but the collected 'GST' is Paid / Transferred in Next Month. Similarly commission and other charges are also paid on immediate basis. So 'IR' has not lost anything and in Present State of NATIONAL CALAMITY AND CRISIS Indian Railway and Cent Govt should not behave like Loan Shark and LEECH. Suggest File 'PIL' along with other local passenger in 'Consumer Court'. more  
Though during last three months or so I didn't purchase any rail ticket online or on counter, I have been purchasing rail tickets only online for several years. During my purchasing rail tickets, I had no occasion to encounter with any additional charges, like conveyance charges, rather than the cost of tickets plus GST (prior to GST there was some negligible charges called service tax). Are there any changes in railways rules during last 2/3 months introducing conveyance charges? more  
When a person is purchasing a ticket on-line, what resources of IRCTC (except data storage) is involved? Internet usage, computer usage, mobile phone, stationery (for printing hard copy of the ticket), etc.all are at the passenger's cost. When you are purchasing any item from any e-commerce source, no convenience charge is involved whether while purchasing or refunding(in case of return of the item). more  
All such costs are already included in the cost of tickets. Context of maintaining an office to issue free ticket service was not understood. Incidentally, I was involved in computerisation work of a system (developing software, debugging, implementation etc. ) having about 40 main installation, each having 30 -100(variable - station to station). Therefore, cost og data debugging, data manipulation, system maintenance etc. are known to me. reiterated, there is no justification of convenience charge on on-line ticket booking/refunding.
It would not be difficult to give an account to exhibit how various Govt. Agencies /PSUs are cheating/arm twisting/ befooling common public under various unfounded contexts. more  
In addition to Data storage, Data debugging and data manipulation are involved which require men and material resources which are paid for. Kindly maintain a small office to help free ticket booking service to those in need and see how it bites you. Shoe on others leg doesn't pinch you but you should know that it pinches. more  
It is but natural. The bank charges, insurance cover, service taxes etc, the Railway has borne, can not be refunded. It is natural that the basic fare only will be refunded. more  
The Convenience Fee is charged for the services they offer for online booking. How can we expect them to refund the amount, which has been charged for the facility we have already used? Have come common sense. more
