DAY NIGHT SLEEPERBERTHS :

LOWER BERTHS IN SLEEPER COACHES ONLY TO SLEEP FOR THE LOWER BERTH OCCUPANTS RIGHT THROUGH THE DAY TIME ALSO ? OR THE OTHER MIDDLE AND UPPER BERTH OCCUPANTS ALSO FOR SITTING DURING DAY TIME ?"

"There should be some rationale and adherence to sleep wakeful cycle of human beings ,that awake during day and sleep during night . That is a universal practice . There are some exceptions while professional s performing duties like Doctors, nurses , the loco drivers and so many other who perform their duties during night for our comforts and wellbeing .

But read this reservation rule –
“WHEN BERTHS ARE RESERVED FOR PASSENGERS , THE INTENSION IS TO PROVIDE SLEEPING ACCOMMODATION BETWEEN 9 PM to 6 AM. During 6 AM to 9 PM, THE PASSENGERS CONCERNED ,MAKE ROOM FOR OTHER PASSENGERS IN COMPARTMENTS UPTO ITS CARRYING CAPACITY . “
In earlier days there used to be a notice / sign in the sleeper coaches “ To sleep 72 by night , to seat 72 by day ” in 3 tier sleeper class [meaning 72 seated in the lower berths With this background the passengers occupying the lower berths were quite considerate and spread the bed rolls in the nights only after 9.00 P.M. and made way for other passengers to sit after 7 .A.M. rolling off the bed rolls .

If they don’t who do we to approach ? There are lots of useful things can be done during the valuable wakeful day time than just sleep .Middle and lower berth occupants mostly don’t get their seats to sit as some self centered passengers don’t get up from the bed at all even though they wake up. As a result , they have to hang around the toilet or keep the door open and look through. Otherwise cram up in lower berth where by luck some would have sat up. This is a common scene in all the trains that runs through day and night.

I request the railway staff to take along the middle and upper berth occupants also with you as you are transforming the railways .
Can I go one step forward before you respond :

* first of all put up the notice[the rule] concerning the birth / seating time in all sleeper coaches .

* Conscioundize [inform ] the staff on the rule and the plight of the Middle and upper birth passengers.
* Train the staff [particularly the attendants] to make way for the day passengers to sit as they are also legitimate passengers to share both the day and night accommodations.
This rule is there in the reservation rules :

" When berths are reserved for passengers, the intention is to provide sleeping accommodation between 9 PM to 6 AM. During 6 AM to 9 PM, the passengers concerned, if required make room for other passengers in compartment up to its carrying capacity." Jai Hind . more

I endorse the suggestions bade above. However, please also think of the lower berth occupying senior citizens, of course all in fact, who would require a nap during the afternoons, say after lunch. Besides, most of the middle berth holders don't get up early, say much beyond the usual breakfast time. Under the circumstances, how would the lower berth occupier sit? Hence I suggest, the usage of lower berth & middle berth holders shall be from 6 a.m to 1.00 p.m & from 4 p.m to 9.00 p.m. This would be quite logical. more  
good suggestion from Mr. Jayakumar to be implemented. At the same time it is required to ensure that the occupants of the middle berths too should get up in time and fold their berths in three tier coaches so that all can sit in the lower berth during the permitted hours between six/seven a.m. and nine/ten p.m. for the benefit of all. more

These kind of problems usually happen in Sleeper class. Where many times passengers having reserved tickets have one or two of their family member with them on general tickets. These illegitimate travelers occupy the seats and berths. With more members the elders occupy the lower berth all the day and pretend as if they are sleeping thereby depriving other passengers their right to sit on allotted seat. It is duty of TTE not to allow general ticket holders to travel in reserved compartment, but for sake of extra money they allow. more  
good suggestion. it is question of understanding that passengers with in themselves adjust and travel. rules are meant for stream lining and at the time of dispute. now a days in sleeper coaches unreserved passengers and without tickets are travelling and as they are out numbered TTR or reserved passengers are helpless. point to ponder. more
