Frequency of emptying of dustbins should be fixed based on authentically observed data on how fast the dustbins get filled. Some empirical observation is must. The designated person, in-charge of respective platform should decide on this. As far as dustbins inside trains are concerned, designated housekeeping supervisor of the train should decide on emptying and replacing garbage bag as frequently as required. Of course there has to dedicated garbage-coach. The garbage thus collected during the entire journey will then be transferred to designated/approved solid waste management operators for further processing (incineration and final disposal) Organic and inorganic waste should be separated at source.Each coach will have 2 garbage bags (1 for organic and the other for inorganic). Same kind of partition must be there in the garbage-coach. If railways is interested in international standards, it requires matching efforts, and must be done systematically. Nothing comes cheap, quality involves cost. more  
Dustbins below the basins in the trains are so small and nobody cares to clean them. Sometimes I've found they are overloaded. more  
I think there should be atleast one dustbin in every coach of every train and regular announcement like local train for cleanliness.. more  
Dustbins are there is each of the coaches below the wash basin at entry and exit points but people hardly chose to utilize them and are more content in dumping their leftovers outside the windows. Hygiene habits are something which comes and imbibes inside a person with education and upbringing. Some communities unknowingly and unthinkingly eat bananas & groundnuts scattering the peals and kernels all over the floor. If you happen to take a journey in Howrah Express, you would know it. more  
We are discussing about placing dustbin etc but who will clear those dust bins and where the garbage would be disposed .The cities are already having dumps of garbages and if any body come forward to do some thing with garbage storage and treatment political leaders protest because local people gets foul smell from the garbage Another major problem is presence of mouse,insects etc in the AC 1st class coach of Rajdhani express .For other trains it ifs further horrible more  
There should be strict action and penalty on spitting,because it is very dangerous spreading so many fatal diseases for vulnerable people . more
