1 Employement oppurtunities related.
a) Identify the various losses that occur in various technical and non technical areas by a set of newly recruited personnel who are a separate department.
b) the expenses occurring on salary for the number of new persons recruited and supporting facilities will form a small percentage of the losses namely 20-30% of the losses occuring over the years.
c) the target figure of improvement should be to reduce the losses by about 50 percent.
d) the financial losses can range from wastage of food grains, perishable food, scrap losses including proper reporting, travel expenses of govt staff, improper purchases, revenue losses in various departments, road maintance and repair, etc.
2) Government staff efficency improvement with respect to conduct with customers, explicit target setting, travel and transport expenses, minimising LTC benefits and their utilization only in lean months both on transport and boarding and lodging.
3) All technical categories should have uniform salary pattern including science except defence related areas. No special favors as all are equal. The post names m,ay be different, but the grades the same.
4) Do away with financial rewards or incentives for higher level officers. Encourage awards in the lower rungs and improve their morale.
5) Dont give extensions to high officials in government irrespective of the excuses and needs projected by the chairman/ director of governmental institutions. more  

Regarding employment opportunities the problem is the other way round. Industries, civil construction and even agriculture do not get enough 'local' people for work nowadays due to many factors. Major factor is the Employment Guarantee Scheme of the Central govt. This is being misused by the local panchayat leaders, first in doing some useless thing, and secondly the looting due to a doctoring of the 'muster rolls'; people get half the amount without doing any work with the balance going to the leader, so that both are 'happy'. Added to this is the freebees/concessions from the government right from rice at 1-2 Rs/kg, concessional provisions, free TVs, grinders, mixies, fans and the like. So they are not available for the work in the fields or any other work. And most of the wages after paying for the rice etc , go to the TASMAC shops selling liquor. A major proof for this is the huge amount of migrant workers in Tamilnadu from Odhisa, Bihar, Jharkhand, AP, UP and even illegal immigrants from Bangladesh. This sometimes causes a lot of 'law and order' problems and in the case of the latter 'security concerns' as well. more  
For all the wishes of Sri. Sundaresan Muthuswamy to come true, the government of the day must fix some 'responsibilities' and 'time frame'(for completion of tasks), along with the 'powers' to each category of Government employees. Like for example, for the issue of BIRTH & DEATH certificates by the Chennai Corporation or any local authority, if the time frame is fixed as 1 week from the date of application and the punishment that go with any lapse is also earmarked clearly and presented on a board in front of the office, then there will be a public protest if the rule is not adhered to. Any deficiency in the application must be informed to the applicant in writing within the week; no oral excuses must be allowed for rejecting an application. All tasks of the Government official must have a time frame and a penalty attached for default. A special authority for looking into any complaint , like the Consumer Forum for consumer matters, should be in place for grievance redressal. Other than this, some important revenue officers like the sales tax officials or income tax officials do not know the Laws in place and with their enormous powers get away easily with 'gross mistakes', made knowingly or unknowingly; and it is left to the affected public to go on appeal, after paying the excess tax levied and spending a lot of time and money running around. This methodology must be changed, with every appeal, if given in favour of the affected persons, must be a black mark in the career of the officer. Another hitch in dealing with Government officials is that the onus on proving the payment of any tax or fees by producing the receipt is on the payee, if the government department loose their records. This must also be modified to give the officials more responsibility with their enormous powers. more  
I completely agree with Ravi Saxenaji. Improper and unwanted purchases are the order of the day in government offices. I would like to give an example-- Govt offices do not use the services of other government departments if they present an efficient alternative to the private sector. The IT department uses the private courier services for couriering PAN cards to card holders, instead of using the Speed Post of INDIAN POST. Likewise Govt departments do not use the BSNL cell phones but from other private operators; you can easily guess why! It must be made mandatory that the Govt departments must use the Indian posts and BSNL facilities and buy their requirements from government sources, if the quality and services are comparable with the private suppliers. more  
Improper and unplanned purchases by the govt departments needs to be checked. Appraisals should also be done by external agencies besides annual internal ratings so that quality can be improved as regards to performance of employees .the outside agency can be formed from very senior IAS Retd officers , army personnel and from legal dept besides social workers.this can be done once in two or three years more
