Evaluating 3 years of Central Government

Soon, LocalCircles will be initiating the exercise of citizens evaluating 3 years of Central Government performance.

With this post, we seek your inputs on what are all the key parameters on which the Central Government should be evaluated.

The objective is to do an unbiased assessment of the performance, appreciate the good work and at the same time outline areas of non performance and recommend actions needed in the next 2 years.

Passport service has improved very greatly. Now there are proper systems in place at passport office. I visited the one at Herald House, ITO, Delhi. Good things are absence of touts. Presence of screens showing code number. There is proper guidance in website about required documents. Staff is usually efficient. A few negatives are waiting area at Herald House is inadequate and very crowded. Seats are almost always full. People share seats. Many stand. . Staff do not always follow the list of documents given in the website. After passing through all formalities, I was stopped at the last counter. They asked me to produce additional identity document, that I had not submitted. According to website, it was either /or not mandatory. Fortunate I carried original. But I had to go back to the beginning. It was a big hassle. Speaking to PRO expedited the process. I think it was a bad practice. Once I had asked to come back again with certain documents. There was no clarity if I should seek a separate appointment or walk in the next day. Though getting a passport is a cakewalk in Delhi these days, compared to situation in eighties and nineties, I think there is scope of improvement. more  
Central Govt Should be Judged on the following parameters (a) Intent- The type of legislations being mooted to bring about a positive/negative change. (b) Implementation- Vigour and persistence with which a transformative idea is being implemented. (c) Functioning- Whether transperent and accountable functional practices are put in place. (d) Vision- Whether policy formulation and implementation is done with a definate vision to reach an end objective. (e) Mass Connect- Whether the policies invoked have relevance to the aspirations,desires and conviniences of the populace. (f) Feel Good Factor- Whether the Central Leadership inspires confidence and motivates the masses to bring about a positive change through mass involvement. more  
tax free raw food, tax free basic clothes/essentials, healthcare, infrastructure, less taxes, judicial reforms, modernization of police, zero corruption ..... these r the essentials....but cannot see any progress on these fronts.... disappointed a lot with both central n state government more  
Central govt performance should be judged exclusively on their domain eg. black money, environment, linkages of rivers, highways, railway, defence, civil aviation, direct & indirect taxes, money laundering via share markets, banks' health & NPA, foreign investment, current account deficit, imports, exports etc...for areas under state govts how best is the implementation of the central govt policies varies widely from one state to another...this is my personal opinion. more  
Healthcare services should also be one of the parameters on which Govt. should be evaluated. Recently, I visited one of the major Govt. Hospitals in Delhi to see a relative and found that there are no beds for patients. If there is a requirement of CT scan to be done or any other test then you have to submit your mobile phone to get the stretcher from the nursing station, transfer the patient from his/her bed to the stretcher and take him/her to almost another block(Wing) to get the tests done. Hospitals should at least have enough beds and staff to carry out these activities. We have good Doctors in the country but only good Doctors are not enough to for better healthcare, we need better facilities as well. more
