FOOD GRAINS ARE AS IMPORTANT AS AIR QUALITY :

The rice producing states are listed in the attachment . Punjab is the 3rd largest producer of Rice a staple grain and in addition to the Wheat another staple grain . Rice needs a perenial supply of water. With the surplus Sutlege waters and Bakhra nangal Dam, 100 Lakh acres of fields in Punjab, Haryana, and Rajasthan are being fed with Water during monsoon .About 60 lakh acres in Punjab itself.

So rice is grown with the Overflow of Sutlej wters in monsoons. Most ideally suited weather for Paddy growing . As soon as Paddy is harvested Wheat is sown in winter . So the farmers hardly have time to plan to do anything about the Stubble. It is a huge volume of 60 Lkh acres in Punjab itself.

In other rice eating Southern states and Bengal, production is just sufficient,as they depend on water and if rains fail , there will be crops failures. It is here that the excess Pddy produced in Punjab and Hariyana is hepful.

So the Punjab Farmers alone can't do anything.The first Prime Minister of India poured the first bucket of Concrete on 1948 soon after Independance at the Bakhra construction site that paved the way for GREEN REVOLUTION LIFTING INDIA FROM FAMINE.

PUNJAB IS UTILIZING THE AVAILABLE SURPLUS WATER AND EXISTING LAND TO PRODUCE FOOD GRAINS. A PROPPER STUBBLE DISPOSAL / UTILITY PROGRAM SHOULD BE EVEOLVED AND PUT TO ACTION AS EARLY AS POSSIBLE. OTHERWISE OUR CAPITAL DELHI WILL TURN OUT TO BE A GHOST CITY OR PEOPLE WILL HAVE TO LIVE IN BUBBLES HOMES. more

Pollution abatement is not a regional or a provincial issue. It is a national and international issue. Each province, region and nation must do its part. In India we don't realize how our life span has been and continues to be shortened by the rising pollution. We must get serious before it is too late and cities like Delhi become inhabitable. Foreign diplomats are becoming reluctant to accept postings to Delhi. more

Farmers of Greater Punjab ( Including Haryana and Himachal) discovered the potential of rice as cash crop mostly after independence. I know this because I grew up in villages in this state. Punjabis have not been a rice eater. Basmati has been an exotic dish on festive occasions only. Therefore these farmers have not learnt to dispose off the stubble as the habitual rice growers do . However, there is no legal restriction on the type of cash crop farmers can grow. These farmers are only imitating the hill people who lack farm-able soil to grow one or two crops. Also climate does not permit them to use the same soil to grow round the year. Therefore they need to burn up their stubble. They call it 'Jhoom' cultivation. The government, as advised by Agricultural experts, must enforce proper disposal of the fibrous stubble for reuse as manure to mulch the soil or be converted for other uses like fibre boards etc. more  
First of all, Centre and all the affected States have to come together and put every effort and work on war footing to over come this problem. Infighting has to stop. more
