International Revenue does NOT entitle you to avoid Registration. If your aggregate revenue in Calendar 2016-17 exceeded 20L, and you've disclosed this Revenue in your ITR, you MUST take GST Registration, and do not have an option. If 2016-17 did not, then you must Register within 30 days of Aggregate Revenue (Invoiced, not collected) since April 1, 2017 exceeding 20L in 2017-18. The rules and law are very clear .... why the confusion ? more
In case services are rendered inter state, No exemption is available, even of a rupee. one has to register under GST, charge and pay IGST @ 18% more

You may or may not register as a Company if you have one but if you do not have a co. then you may register as an individual. It is always better to register for GST even if your turnover is less than 20 Lakhs as you can do business, consultancy anywhere Iterstate, Intrastate or Local. more
Your registration would depend on whether your foreign client is paying you fees from an office location outside India or through its establishment in India. Please clarify this aspect. more
Office abroad is making the payment. They do not have an office in India more
