Handling Rlwy Land Encroachments: Addl Inputs

Citizen inputs on handling encroachment of Railway Land

1. People should be made aware that a particular piece of land belongs to Indian railways and it is an offence to encroach upon it
2. A hoarding to that effect in local language may be erected for everyone to understand the step that are going to be taken to remove encroachment
3. Boundary walls should be made and fencing should be done around unused railway land
4. Railways should give a clear communication with the help of media, that on a particular date this land will be reclaimed
5. Railways must create a department to look after the encroachment and regularly demarcate the railway area in an interval of six month
6. Make it a responsibility of the land owning agency to survey the Railway land every 3 months and file report with dated photographs
7. Rehabilitation to the families could be provided for up to 3 months, till the time they find another place
8. State Governments should be made responsible/accountable in case any encroachment takes place irrespective of the fact whether the land belong to centre or state
9. Whenever such drive are undertaken, state responsibility should be exhibited to its optimal level
10. NGOs should be shortlisted, who would start counselling the encroachers as soon as the first notice is sent
11. A medical and fire team should be present on the spot where the clearance of encroachment is happening
12. Railways should go about it by contacting local authorities like municipality, police, and then take it up with the local politician. If still unresolved, then go to local state Government ministers pertaining to clearing encroachments
13. The vacant lands could be given on short term lease to traders and small business men with a condition that they will keep it free from encroachment. more

It is true that land encroachment is done with patronage of local politicians but babus who are sitting in AC offices are not less culprit. more  
just prosecute and hang y special court process all Railwaymen responsible for allowing encroachment immediately by amending constitution, it will stop within 24 hours otherwise nothing will happen more  
It is very difficult to acquire Railway lands but happen to be very susceptible to encroachments patronized by local political goons. Unless the state governments and concerned nodal railway officials act promptly and in unison ,the encroachers become permanent state guests.A very firm policy of non-tolerance and its ruthless exeution is called for. more  
In order to free railway land free from encroachers, the Protection forces of the Railways are to be made more efficient and professional like the CISF. Also local personnel of the protection forces should always be posted outside their states to make them more neutral and loyal to the Railways. more  
Encroachment should be deal firmly , govt. Should take initiative to privatise railway for greater interest of people rather than thinking about to run itself as it was done in aviation sector, under privatisation within 10yrs it will be one of the best railway in the world. Nothing going to develop under govt. As motive of indian people is to only get govt. job and settle their lives.India is 50yrs back in railway system as compared to other countries, still people are bound to travel like animals in trains. Getting a birth in train here is like winning a lottery. Always no available birth but still railway ministry say it running on loss. more
