Health Assurance For All

One of the key aspects of Governance which Mr Modi has chosen is to develop a plan for providing "Health Assurance" for all the citizens.

This is a critical requirement of the community and needs to be pursued immediately with an action plan. At the same time it should be appreciated that this is a long term plan and requires a minimum of 3 years to bear fruit.

However what needs to be started is a plan of action where health insurance is provided to all the citizens of the country.

A national health card should be issued to all "Citizens" which should be linked to their available health insurance plans. Employers should be encouraged to provide mandatory health insurance under a group insurance plan to their employees and their immediate kin including the parents and grand parents of the employees.

"Third Party Health Insurance" scheme should be made available for all hazardous business.

The residual population who are not covered under the above schemes must be grouped and provided a coverage under a NGO supported group insurance scheme where the NGOs take over pockets of population and provide a health assurance support. Such NGOs may be able to draw funding support from non Governmental sources and reduce the budgetary burden.

The "Obama Care" program of USA has many thoughts which can perhaps be replicated in India.

A comprehensive policy is needed to ensure that a workable health assurance program is designed.

I would add that instead of one more card for Indians; Ration Card/Pan Card etc. we can use the AADHAR Card which has already been commenced service, and link it to various schemes that will address this issue. more  
Dear Balaji Sir, Today all the flat owners in my apartment paid Rs.3000/- per flat as a bribe to get the Property Tax assessed by an employee of GHMC. I did not pay and applied for self-assessment online and spoke to the GHMC (Hyd Muncipal Corp) property tax officer a whle ago.. He said he would depute his staff after 16th. This is the state of affairs of Property Tax. We first need to make the payment of P.Tax, for that matter, any tax without paying any bribe. This is ridiculous - we give revenue to the local body and yet we need to pay bribe? Once this system becomes efficient we shall do as you rightly suggested. more

Dar Balaji, You will appreciate that Proper Tax Collection System is already in place. Are you suggesting tax collection linked with one to one welfare plan..? more  
We shouldn't be following the model proposed by american's. It works for them, it will not work for India. Any populist scheme or a citizen welfare scheme require proper tax collection and the associated fiscal policy. Tax should be collected (direct and indirect ) properly with the governance in place. more
