hike in penalty charges for boarding sleeper class

I want to share my story. I was travelling from Nagpur to Vijayawada by Dakshin express. I had booked two waiting tickets for sleeper class which were not confirmed till end. So,I took two general tickets and boarded in S9 from Nagpur. I informed the TTE while boarding itself. He said he will see. Inspite of asking him again and again, he did not give me any clear reply. After 9 pm, another TTE came and charged Rs.760 as penalty. He told that rules have changed,& he can not allot me any berth. He asked to go to sit in next coach i.e. S10.I went there and came to know that S10 was literally vacant. Still TTE was not ready to allot me the berth. Luckily I got two berths in night.
But I did not understand that if S10 was vacant, then
1. Why did’nt they allot me the berths mentioning numbers on the receipt of penalty?
2. More surprisingly, if they had vacant berths, why did’nt they confirm the wait listed tickets?
3. Was this only done to earn money for Railways?

I am not at all satisfied with this experience. I want to make complaint about this issue. There is a need to revise the overall penalty rules and bring necessary reforms for clear and transparent processes.Passengers are not fool , they can understand the corruption. more  

My guess is that every stop has some seats reserved that compartment is for only such seats. It is necessary that all way side station should inform TTE once the chart is prepared. That should help Railways and passengers. more  
Share train, date etc so that railway can probe more  
Highly intriguing.Rlys must probe this allegation fully and bring the culprits to book. more
