HOW FAR THE SWATCHH BHARAT GOAL BEEN SHARED- WITH ALL PLAYERS CONCERNED :

It is easy to play the Blame Game each player shifting the blame .
*The people are uncouth indecent without civic sense etc. ,
* The authorities may be of municipal,
-of religious places ,
- the legislators,
-Ministers and so on , don't have any interest in public cleanliness except creating some awareness [more for publicity to justify once in a way each bigwig taking a broom to pose in front of the lens ]
* Last grade worker is apathetic and playing truent
* Lack of financial resources [what happens to the money collected by municipalities , cess etc.],
* Unable to restrict the crowds that pour in beyond the capacity of the place .

BUT WHO IS CO COORDINATING TO MAKE ALL THE ABOVE PLAYERS TO SHARE THE GOAL ?
# In essence the problem lies in the generation of Garbage and the one who clears . It is not as easy as one dumps and the other clears .
# The amount generated and the capacity to Remove ,
# The type of Garbage generated . So that segregated
- plastic and non - degradable recycled or destroyed ,
- degradable to be composted,
There are Players in between who have the financial power and decision making , lacking in will power .
In a nutshell :

GOVERNMENT AND AUTHORITIES SHOULD IMPOSE STRICT LAWS TO SEGREGATE THE GARBAGE AT SOURCE [BY WHICH EVER GENERATOR - homes. hotels, hospitals ,malls, office premises, ] AND NOT THROW EXCEPT IN DESIGNED PLACES .
DELEGATE AND EMPOWER AREA WISE :
TO COLLECT AND COMPOST BIO DEGRADABLE ,
TO COLLECT AND RECYCLE , DESTROY PLASTIC ,
TO COLLECT AND REUTILIZE STATIONARY , CLOTH,
NEVER HESITATE TO IMPOSE FINES ON PERPETRATORS [ only remedy to bring the uncouth indecent without civic sense to the main stream ]

Delegation should also include financial assistance with powers to spend limited amounts without prior sections.
