Improving Fire Services Depts: Inputs Sought

Below are the common issues and root causes as outlined by you with the Fire Services departments in India. Kindly review and please help identify solutions to them. The objective here would be to communicate key gaps to the stakeholders so actions can be taken to improve fire services in India.

State of Fire Services Department – Root Causes

1. Fire services department is a neglected one and not a priority for state CM
2. They are not given enough budgets to hire more staff and buy latest equipment
3. Their processes are age old and modernization has not set in yet
4. There are no dedicated persons to take fire emergency calls
5. Fire tenders are very old and not up there with the worldwide standards
6. Fire men are underpaid and work in a below average environment
7. They are not given refresher courses/trainings
8. Lack of proper recognition to fire departments and its personnel is a cause of low motivation levels.

Fire Services Department – Issues

1. Fire services department is understaffed
2. The department is not very swift in responding to calls
3. They take a long time to reach the spot
4. Fire tenders are huge in size and it becomes tough for them to reach narrow lanes
5. They still use age old equipment and do not have modern ones
6. The motivation level of the fire fighters is really low
7. Training, Knowledge, Skills exhibited by our fire personnel and needs improvement
8. The department lacks allotment of enough funds
9. They have poor personal protective gear, lack of group insurance and lack of discipline
10. They lack coordination with the police and municipality
11. There is very little computerization and in most cases they only way to reach out is a phone number
12. There are no processes or guidelines in place for staff to not keep the phones engaged for personal calls more

Fire Fighting Services, First Aid Services, Protecting people from flood affected areas, People affected from Road Accident and Industrial Accident are the act of DISASTROUS SERVICES which every common man should be trained to save the affected person from that affected incident with quick and proper to save their lives. Bill may be passed to allocate fund for the above acts, PROVIDE UPDATE INFRASTRUCTURE AND EQUIPMENT TO PROVIDE QUICK AND PROPER SERVICE TO THE AFFECTED PERSON/S and TRAINING CENTERED MAY BE AVAILABLE FROM PLACE TO PLACE TO TRAIN ALL GOVERNMENT EMPLOYEES FOR BOTH STATE AND CENTRAL LEVEL. LIKEWISE ACT MAY BE PASSED TO ALL THE INDUSTRIES, BUSINESS HOUSES AND COMMERCIAL SERVICE PROVIDERS SHOULD ALSO MANAGE TO PROVIDE ABOVE TRAINING TO THE STAFF MANDATORY INCLUDING EDUCATIONAL INSTITUTIONS, GAMES AND ENTERTAINMENT MEDIA. more

To make our Fire fighters of International slandered following steps are to b taken in war footings. 1) Try to respect them like how we respect our forces specially armed forces.The only difference between them is one protects our border and the other protects our property and life. 2) Their annual budget have to be increased substantially like our defence budget. 3) Their training level shall be at par with our armed forces. 4) These above things are not going to be achieved as long as they are attached with State Govt.Therefore they have to be brought under the preview of central Govt after changing the relevant Act. 5) It will be in line with our para military forces,central reserve forces,industrial security forces etc. 6) As long as they are with State forget any development because they are not priority for them. more  
- Trained, disciplined, up-to-date on latest fire fighting technology, fit physically & mentally personnel. - Fire safety approval should be given to all buildings - residential, commercial, etc should mandatorily get certified as fire safe only then should they be given clearance for registration. - Old buildings should have to get fire safe certification once every 5 years on a schedule decided by the fire dept. - If buildings are unsafe they need to be evacuated and torn down or necessary fire safety measures should be put in place within a specified time. - Fire drills should be conducted in schools, offices, apartments and slums to help people understand how to save themselves and their families in case of a fire. - Equipment and training manuals should be upgraded and implemented in all locations across the country. - Rural India and Forests should also have Fire fighting support and training. - Ex veterans should be hired once they retire into the fire fighting force so that they can bring in discipline and due process. - Salaries and fire station facilities should be improved and brought on par with govt servants. - Corruption in the dept should be punished immediately. - A committee of local people should be formed to overlook performance and HR related issues along with technology and training upscaling. - A portal should be opened to let citizens know about the work done by the Fire fighting force and media should be encouraged to highlight their acts of bravery. - families of Fire fighters who die in the act of duty should be adequately compensated. - A team of Fire fighting veterans and local bodies should be created to overlook the benefits for retired personnel and widows and their families. - Women should be encouraged to join as fire fighters. - Fire safety equipment and uniforms for the fire fighters should be immediately given to all personnel. more
