1. Tough quality checks should be put in place for selecting food vendors
2. Contracts should be given to big and established vendors
3. Clear charter, quality and service metrics to be given to catering vendors
4. Food contracts should be reviewed every quarter to keep vendors on toes
5. High penalty should be imposed on defaulting/non performing contractors
6. Standard dispensing machine should be installed for items like milk, cornflakes, coffee, tea, pre made snacks, etc.
7. Passengers should be able to pre-order from a fixed menu
8. Menu cards and price list is to be displayed in the coaches
9. Food contractor's name and contact number, along with the concerned IRCTC supervisor's name and contact number are to be displayed in each bogie
10. The serving boys should necessarily wear a clean uniform and identity cards
11. Pantry boys should be trained on maintaining hygiene and cleanliness
12. CCTV should be installed in the pantry cars
13. Instead of carrying trays in hand, the waiters should be provided with trolleys
14. The unauthorised vendors should not be allowed to enter the platforms
15. Regular surprise quality checks of the pantry should be done by senior officials
16. An effective online/mobile based citizen feedback mechanism should be set up
17. Citizens should be able to rate Food and Service via the Make Railways Better circle
18. Railway officer must take action on any complaint within specified period of time
19. Pantry coach should be redesigned with modern facilities and amenities
20. Engaging Local Self Help Group of Railway Travellers to be a feet on the ground and a
secondary checkpoint can improve the situation
21. Regular feedback should be taken from passengers via the local circles and things improved locally
22. IRCTC should consider consulting with a Food Technological Research Institute for
comprehensive advice on food quality, food safety and nutrition. more

When a vegetarian meal is available @ 50/-, why the pantry it is about Rs. 100/-. The suggestion that the rate card should be pasted in all the coaches. more  
besides above 22 points the following few points are to be considered 1. cost of the food should not be high in compare to out side vendor. 2. there should have provision for low cost food like jana ahar 3. while preparing the menu and pricing one should keep in mind to cater all segment of passenger. ( affordability) 4. quality and quantity of food are to be ensured . 5. there should be provision/availability for feed back register in each pantry car and it should be filled by minimum 5 passengers each from AC and non AC coaches 6. different types of food like indian , south indian, continental and Chinese food should be kept in the menu card. 7. more  
corruptions in awarding contract nullifies all efforts to improve food quality, even duronto train has lower food quality than rajdhani trains despite same fare. food quality is worst other than rajdhani trains more  
Efforts may be great but outcome is Zero. Most vendors lac basic infrastructure. In trains like Doranto (1) water bottle is hot even in summer. TTEs say caterers are provided ice to cool water & Nibu Pani but catering staff reaches just before train departs giving no time to cool water & Nibu Pani. (2) soup is served as soon as train departs but is cold because they do not have proper containers or facility to heat keep (3) similar is status of lunch & dinner as food served is cold besides poor quality provided by local kitchens. Unless basic infrastructure is provided in trains no use talking big things which are again mismanaged by corrupt persons. more  
I found food quality is Good and satisfactory Bangalore to Jaipur bound train. more
