Improving Railways

I believe, bullet trains are also good idea as they act as accelerator for much needed new technology inputs into the system. I have following solutions for consideration in addition to so many good points that have emerged:
For Improving Financial Health of Railways:
1. Railways need to improve their financial health also. There can be no free lunch. If originating and terminating destinations are taken, we can have an additional "Station Services User Charge" per ticket of say Rs5/- for Class A Cities, Rs 3/- for Class B and no charge thereafter. This fund should go to the concerned originating and terminating destination as per the ticket towards meeting cost of good quality service provision by the respective stations.
2. Railways should be re-organized into (a) Railway Track System (b) Railway Station Organization and (c) Maintenance Workshop (d) catering and ticketing etc. services. All trains would then like in airports pay track use charges and station halt charges. This would check needless halts. Bring re-focus on specific technical functions and improve services.
Improvement Points:
3. At every station, the location of the coach and coach number should be displayed to facilitate easy boarding by passengers.
4. Discounted fares upto a certain bar should be provided in case the seats are vacant. This will ensure greater occupancy.
5. Where ever new metros are being planned, "key artery routes" of big cities should have "double capacities" else they become overcrowded and are unable to handle peek load demands as in the case of Mumbai and Delhi.

I fail to understand the logic behind Station Services User Charge. If I go to a restaurant, they are duty bound to provide me with clean food, proper seating, ventilation and clean water. The price I pay for food is inclusive of all the above costs. Similarly, in the case of railways the cost of the ticket is inclusive of cost to maintain cleanliness. Let accountability come and let them maintain cleanliness. What guarantee do we have that after introduction of Station Services User Charge we will have cleanliness? more  
Railway should adhere with cultured hospitality and indulge in fair n smarter practices,, should not take all the practices as a whole country at a time but implement one by one segments,,, so that Railway can give quality in what it do. more  
Seat allocation by the res system has to be examined and rearranged. When I book tichets for six senior citizens in 2A, all upper and side upper berths are allotted. Just check. BABAI more  
Cleanliness is NOT just the problem of Railways... Its of the entire nation... The footpaths are laden with Spit, used paper plates, tea cups, coconut shells, juice pulp, used sanitary napkins, diapers, rotten food articles, tomatoes... The list is endless...!! They are a spectacle of our disregard for public infra...!! The government cannot do anything unless people show their real patriotic sense by behaving in public rather than worrying about India's vote in UN in the ongoing Gaza crisis... :)... more  
Railways biggest problem is cleanliness of trains and platforms, people spent whole night on platform and they slept and make it dirty. To avoid passengers to spent night on platform night shelters should be constructed on all railway stations which will be opened in night only and no body should be allowed to stay inside stations. These shelters should be given to NGOs to run and only should be for one night basis and day time no body should be allowed to stay in shelters which will give time to clean shelters and keep ready for next night. more
