Is Railways Minister not paying attention

I read today in papers Railways is looking for ideas to improve security and safety. I searched security in this circle and I see tons of ideas. Is Suresh Prabhu the minister not having access to this circle. He really needs to and implement them fast. I was a member of this circle till 2015 and then somehow got removed, now back. Also, safety should be part of the core offering, you cannot charge a safety cess. its bad governance.

Priorities from Citizens to improve Passenger Safety

1. Effective awareness should be created about the Safety Helpline 182
2. Effective training in customer service is needed for call handlers and training of RPF/GRP to handle situations effectively
3. Using SMS/circle communication passengers around the passenger in distress must be alerted for emergency assistance
4. The local community must be roped in along with district administration to drive awareness about unmanned crossings
5. RPF personnel must go through regular fitness and customer service training
6. Multiple counters for security check should be put in place at railway stations
7. Passengers should be permitted to enter the platforms only an hour before the departure of the train 8. CCTV cameras should be made operational 24X7 at every major station and platform
9. Computer controlled automatic signalling system and anti-collision devices must be used
10.Human errors by the driver must be mitigated by ensuring the co-driver is alert and actively involved in train running
11.Disaster Management communities should be enabled such that any citizen in a train or a local passer-by can mobilize help in case of train
disaster.
12. RPF and GRP teams should be enabled with technology and made accountable and responsible for a train, platform station.
13. A more effective and automated model for more real time checking of tracks must be implemented. more

Simply Railway should take collective note of these regularly appearing comments on local circles.These comments are very comrehensive, helpful to railways and can be eye opener too. more  
Bootleggers should be removed from trains that will free railway police for other works, now police is busy protecting bootleggers more  
One expert committee should be formed at highest level to regularly inspect the CCTV footage of entire platforms so that RPF/GRP/TTEs and Pick Pocketers can be identified and punished. Why CCTVs have been installed if footage is not used. The footage should be inspected by NOn Railway experts otherwise our Railway Men will simply ask RPf/GRP/TTEs/Pick Pocketers to share their loot and one more layer of Hafftta vasuli shall arise. It si high time, all activities of railways are checked by non railway persons as Entire railway is a bunch of haffttakhor corrupt limpettes. more  
every body knows all theft in railway is under police protection all money divided in police railway ticket checker police guards and in some states MLA & MPS also involved more  
there is lack of seriousness when it comes to safety and security. The situation at ground is lackadaisical. It is common to see the person manning CCTV screen chatting with colleague or on mobile. Most suburban stations in Mumbai have an entry door with electronic alarm with two policemen on a table nearby. They do not appear to notice whether all persons pass through this gate and whether there is any alarm it is cry in the wilderness. They are rarely alert, mostly overweight and deep in chatting with colleagues or dozing. Even our reserved coaches are often filled by unauthorized persons. What security. Once I was travelling with a colleague who always carried some drugs as he already had two strokes. The flight was delayed and I put my briefcase as we checked in, my colleague also did the same thing. The luggage went to an isolated spot. We had a tea and the friend remembered the medicines. we went to the luggage, retrieved the medicine. This is the security. more
