Issues regarding hygiene, civic sense, sanitation:

1. Habit of defecating in open despite the fact that toilet can be constructed in home.

2. Defecating in open due to non-availability of funds/know-how to
construct toilet in home.

3. Spitting/urinating anywhere in public places.

4. Very less density of dustbins in cities.

5. Habit of throwing waste in open
rather than in dustbins.

6. Poor knowledge of personal and public hygiene which leads to
various diseases impacting on health of citizens as well as adding extra load on already crowded hospitals.

7. Poor knowledge of personal hygiene among women.

8. Less density and poor maintenance of public toilets. more  

Solutions to improve Hygiene, Sanitation and Civic Sense 1 NGOs and private entrepreneurs should be given incentives for establishing and maintaining public toilets. 2 Emphasis to be placed on direct collection of garbage from homes with dry and wet waste segregation at the time of collection. Private entrepreneurs should be encouraged to take up this work. 3 There are already rules of strict action/ fine against people who spit/ smoke/ urinate/ throw garbage on roads. These must be implemented by govt. authorities properly by appointing specific persons to keep watch on such people. 4 Awareness of civic sense among general public is possible only by combined efforts of media, schools, govt., NGOs. The efforts must be ongoing and not a one-time task. 5 Incentives/subsidies should be given to industries installing waste water treatment plants. 6 Need for work culture and sense of responsibility among govt. officials to address complaints of sanitation. 7. Adoption of mechanised methods for operation/maintenance of public toilets as done by most private institutions. 8. Designs of toilets should be such that biocomposting is possible. 9. A proper heath education and civic sense sensitisation should be imparted in schools to inculcate good habits from childhood. 10. Street vendors should be made to compulsorily take certification of hygiene from govt. authorities and monthly checks to be done to ensure adherence to standards. Lack of manpower in govt. departments to be compensated by more recruitment in these departments. more  
Hygiene is of prime importance... With the population density it becomes difficult to expect the Government to make facilities available - an option would be for the government to lay down the rules and strict penalties for people who violate the rules. this can happen only when the facilities are made available throughout the country. private participation to set-up facilities and maintain them with the guidelines being set by the government. the involvement of the government should be limited to laying own the rules and regulations, funding and maintenance onus should be private institutes. Monitoring should be done under the guidance of local bodies. Educating the population is also of high priority. NGO and local bodies should be involved in educating the population on the negative effects of unhygienic ways. The disease spreading due to these unhygienic habits should also be made aware of. more

Root causes for lack of hygiene, civic sense and sanitation: 1. Old habits of defecating in open. 2. Lack of funds/know-how to construct toilet at home. 3. No training to children regarding civic sense seriously imparted by parents as well as schools. 4. No emphasis on placing dustbins in all streets by govt. authorities due to lack of willpower/funds. 5. Less use of automated machines for cleaning public toilets. 6. People don't take responsibility to keep their localities clean. Everything is left for govt. more
