Kindly clarify my doubt on GST rate

I request any of my friends in the forum to clarify the following

I gave some matter to be printed to a printer whose annual turn over is less than Rs. 75 lakhs. He charges me 18% GST with the bill. when I told him that he should charge only 2% since his annual turn over is less than Rs. 75 lakhs, he says that his auditor told him that he must collect 18% GST.

Kindly let me know what is the correct position.

The priter further said that his business comes under HSN code.

Please ask for printer GST registration copy or take a letter/e mail from him confirming Type of GST regn. (composite or normal) and accordingly deal as suggested by Satish. more  
1. Taking registration under composition scheme is optional.
2.Composit dealer can not avail input tax credit (ITC)
3.Composit dealer can not charge any GST in the invoice and has to mention in the invoice ' Registered under composition scheme'
4. In case of suppliess of goods / services from normal dealer you i.e 18 % charged by the printer you can avail ITC ( if for business purposes. more

Sir, your printer has not opted composit tax scheme that's why he had charged @18/ more  
The printer can charge GST and has to issue tax invoice if he is registered as a Regular assessee even if his turnover is less than 75 lakhs. However, he cannot charge any GST (not even 2%) and issue a tax invoice if he is registered as a "Composition" dealer under GST. A composition dealer can only issue a "Bill of Sale" as per law. The rate of GST charges would depend on the type of printing job which you have done thru' the printer as different jobs have different HSN Nos. and the rate of tax is defined accordingly. You can ask the printer to show his GST registration certificate and check the "Type of Registration" on the certificate i.e. Regular or Composition and accordingly decide further course of action. The certificate can be easily downloaded from the GSTR website by the dealer and he can even provide a soft copy to you by email. more  
Dear NSV The printer can opt for GST regn even if his TO is less than Rs.100 lacs.If he has collected GST the printer is expected to give you the bill.Check whether he has given the GST Number. If yes check whether the same is valid. If you find that the GST is not given in bill or if the given GST is invalid request him to refund the TAX collected. Even if he refund the TAX,give a compalint to authorities. Please circulate the GST number of the printer through this forum. more  
I feel straightway complain to commercial taxes department of the State Govt. and Customs of central Govt. more  
If he has collected tax then he has been regular reg dealer and not under composition scheme but these traders are cheating innocent public as one cannot check credentials of their registration though RC number is displayed on the bill !! more
