Malpractices in Railways - Addl Inputs

Below are some of the key malpractices as outlined by some of you in response to our post.

We will then compile these and share with the Hon'ble Minister and Senior Leadership for review and possible investigation.

Keep in mind that the tout scam that led to 4000 daily bookings made by touts was unearthed due to the reporting by Mr. Akash Jain of this circle. We hope that with your assistance we can plug more gaps and Make Railways Better!

Malpractices observed/reported by Citizens

1. Travel agents and Touts have been using special software/hacks in collusion with Railway clerks to book tickets and put common man at a disadvantage
2. Coach attendants in AC compartments ask for tips as their right
3. At some stations, the railway police occupies seats in the reserved AC compartment
4. Small vendors bribe the RPF to get permission to sell inside the train
5. Passengers consume alcohol inside a train and RPF does not object
6. TTEs take money from the passengers and offers them empty seats
7. The pantry staff throws garbage out of the running train and on the tracks
8. The pantry staff fills up the bottle with tap water and give to passengers
9. Transportation of unauthorized goods is facilitated in collusion. E.g. Alcohol in Gujrat
10. Freight is transported many times without being put in records
11. Collusion between private shippers and Railway officials to under weigh shipments in exchange for a bribe is common
12. The loaders steal from freight containers
13. No quantifiable matrix to shortlist a vendor for purchasing of rolling stock
14. Tender process and vendor selection are not transparent and bribes are common to get a tender
15. Unused/spoilt material is illegally sold off by employees
16. Distribution of the emergency quota tickets is a big grey area
17. Re-use of travel passes by Railway officials due to poor tracking
18. DRM and Senior Railways staff traveling in saloons is misuse of the taxpayer money more

Railway engineers, accountants and audit staff including vigillance charge a minimum of 10 percent on all purchases and contracts. Eliminate it, railway will be in profit. Why are you afraid of them. They are the biggest looters of India. How can we pay 10 percent of budget to some railway babus. more  
Entry of unauthorized/General ticket/Wait-listed ticket holder in Sleeper coaches is a cancer in Indian Railways. Someone says wait-listed ticket holders can enter as per law. IS IT? TTE never reacts if complained. When the IR authority will wake up to clear the mess? more  
Your staff at the instructions of Caterers have put up plastic sheets on Platform no 1 of Marine Lines station of Mumbai suburban restricting fresh air and sea view, Can you educate your ganwar babus to look after interests of the passenger. more  
The Railway contractors have sub contracted every thing in catering. Can you stop it more  
The vacant seats in running train be alloted by system only and not by TTE. Even if seats remain vacant, no issue. more
