This sort of Manipulation & Malpractice had been in Exam & Resulting System since Decades . UNLESS INDIA POSSESS INDEPENDENTLY ENERGIZED & EMPOWERED EXECUTIVE FOR THE CONSTITUTIONAL POLICY OF RULE , Political Democracy set without Regulations , Political Parties set un-accounted and un-audited , Election Commission carried without independently crowned Powers , NONE CAN ERADICATE OR EVEN REDUCE ALL ;;;; MISUSE , MALPRACTICE , MISAPPROPRIATION AND MANIPULATION FOR THE MONEY AND STATUS RECOGNITION . The realities as at 1995 well prove that number of Reservations posts could not be filled in many Departments only due to lack of qualified and talented candidates . The period after this , prove in a different direction and is mostly due to the public administration that carried later . more  
For how long the general category will be made to suffer due to caste based reservation even for those who are well off,whose parents and grandparents have already availed reservation & are now well placed in top jobs.Continuing reservation for political reasons are killing talent. more
